In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) has embarked on the implementation of a five-year Country Programme Document (CPD) 2022-2026.

UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation.

In so doing, UNDP Zimbabwe renders its support through the following three programmatic areas: 1. Democratic Governance 2. Inclusive Growth and Sustainable Livelihoods 3. Climate Change and Resilience Building

The prudent management of Public Sector organisations and their fiscal resources is crucial to the alleviation of poverty and achievement of the Sustainable Development Goals (SDGs). The Office of the Auditor General (OAG) plays a pivotal role in promoting transparency and accountability in the public sector. Established under section 309 (1) of the Constitution of Zimbabwe and operationalised by the Audit Office Act (Chapter 22:18). Its mandate as outlined in subsection 2 of section 301 of the Constitution, inter alia, includes to audit the accounts, financial systems and financial management of all departments, institutions and agencies of government, all provincial and metropolitan councils and all local authorities; at the request of the Government, to carry out special audits of the accounts of any statutory body or government-controlled entity; to order the taking of measures to rectify any defects in the management and safeguarding of public funds and public property; and to exercise any other functions that may be conferred or imposed on him or her by or under an Act of Parliament.

The OAG is well positioned to contribute to the on-going economic and governance reforms by improving financial governance, discouraging corruption and mismanagement in the public sector. This resonates with its strategic plan goals as well as Zimbabwe’s aspirations to attain a Middle-Income status by 2030 and accelerate the achievement of the Sustainable Development Goals (SDGs). Over the past five years, the OAG has been effective in promoting sound public sector auditing in Zimbabwe by uncovering gross abuse of state resources and assets. The OAG strategic plan envisions excellence in provision of auditing services, reporting timeously to Parliament on the management of public resources so that is contributes to improving accountability and good corporate governance.

UNDP with support from the Swedish National Audit Office is supporting the OAG towards increased effectiveness in achieving its mandate. UNDP has the technical lead function of the project and provide Project Quality Assurance role to ensure appropriate project management milestones are managed and completed. UNDP therefore seeks to recruit project officer in the Governance and Peacebuilding Unit to support implementation and the day-to-day programme management issues in close collaboration with a designated person in the OAG will be appointed.

Under the guidance and direct supervision of the Team Leader and Programme Specialist, the National Volunteer will support the delivery of the Programmes and be responsible for supporting coordination, planning, implementation, monitoring and reporting obligations of the project in consultation with partners and the UNDP Governance and Peace Building Team. He/she will work in close collaboration with the UNDP Governance Unit and Project staff in assisting partners to achieve desired goals within the Annual Work Plans. Specifically, the national UN Volunteer will undertake the following tasks: Support the project planning, and monitoring processes in line with UNDP Quality Assurance standards • Support Implementing Partner and Responsible Parties in the preparation of Quarterly and Annual Work Plans, Budgets and M&E Plans, and other relevant project management; • Provide the partners with support in organizing and facilitating key learning, knowledge exchange and coordination meetings. • Facilitate communication and information relays between partners and UNDP Zimbabwe; • Support processes geared towards monitoring the implementation of Annual Work Plans and specific output deliverables; • Provide quality analysis and substantive inputs to the development and management of the project, in close cooperation with partners and UNDP

Support the implementation of key project activities as per the project documents • Assist partners in the planning and roll out of proposed activities (including preparation of Concept Notes, Agenda, writing of the minutes and reporting); • Track the implementation progress and performance of the project by ensuring proper planning, benchmarking and target setting; • Manage the accurate and timely narrative and financial obligations reporting of the Programme; • Track the mainstreaming of gender perspectives throughout the Programme ‘s implementation process

Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: • Actively track and update on new and available opportunities for funding; • Provide tracking and reporting on mobilized resources; • Support the Programme Specialist with preparation of donor reports; • Support the strengthening of UNDP’s strategic partnership with Commissions, security sector, CSOs, government; donors and other UN agencies.

Support knowledge sharing, information codification, and reporting obligations of the Programme • Provide support to the project in gathering and sharing information on the implementation of the programme; • Assist in the compilation of data collection tools for the Programme progress reports; • In consultation with UNDP Governance and Peacebuilding Team and the Communication Unit, develop Project related articles and briefs; • Provide and identify best practices and lessons learned from the Programme ’s implementation;

Social sciences, governance, international relations, human rights, political science or development studies or any other related field. • Demonstrated interest and/or experience (up to 2 years) in governance with a focus on transparency and accountability including programme management will be considered • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; • Interest in facilitation, consensus-building, multi-stakeholder engagement processes • Interest in strategy and programme development, proficient analytical and writing skills, a high degree of political and cross-cultural sensitivity and in-depth experience of working in conflict environments. • Interest in building national capacities for transparency, accountability and transformation would be an asset. • Programming experience and knowledge will be desirable. • Knowledge of a broad range of national and regional issues pertaining to sub-Saharan Africa. • Strong analytical, writing, communication, and advocacy skills

Zimbabwe is in Southern Africa and has three seasons, cool and dry from May-Aug, hot and dry from Sep-Nov, warm and wet from Dec-Apr. The capital Harare lies at an altitude of 1450m above sea level. The middle plateau is Malaria free, and prophylaxis is highly recommended in low lying and hot areas. The currency in use is the Zimbabwe dollar and the United States dollar in some places. Foreign exchange bureaus are available, and all basic food and accessories are available. There are public and private health facilities as well as many social amenities available in Harare.

Harare is a cosmopolitan town full of culture and history. It has over a million residents and a large UN agency presence. The Security Level in Harare is classified as Low (Level 2) as per the UN security management system in Zimbabwe. There are no major security challenges to UN operations in Harare. However, individuals must be on the alert as crime, mainly robberies, house break-ins and smash & grab thefts from motor vehicles at traffic lights and road accidents are some of the increasing risks to the UN in Zimbabwe.

Different types of long-term accommodation are available in Harare. House rentals and prices differ depending on size, location, and furnishings. You are advised to check with the UNDSS Security Advisor on recommended areas. Ensure that the property has good access to water with a prolific borehole with a water tank in place. There are a few reliable online platforms available to enable one to find accommodation more smoothly once they are within the country. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
