UNICEF Algeria has seen a growing trend in resource mobilization since 2020 and with the humanitarian response for Saharawi refugees in Tindouf. Important steps to broaden the partnership engagement with strategic partners beyond fundraising have also been taken for the promotion and protection of children’s rights in Algeria.

With the new Country Programme of Cooperation (CPD) between the Government of Algeria and UNICEF for 2023-2027, UNICEF Algeria will strengthen multistakeholder partnerships to leverage resources for children in Algeria. The key focus of this work will be to:

1) Sustain the relationship with public sector partners and further strengthen fundraising, to financially support the country programme outcomes and the humanitarian response to the Saharawi refugees and engage in high level advocacy actions for child rights.

2) Strengthen multistakeholder engagement, expand partnerships and innovations across platforms and stakeholders, including with UNICEF NatComs, to leverage the child rights agenda in Algeria;

3) Spearhead models and scale up innovative partnership strategies and synergies including south-south and horizontal cooperation to increase investments in children and leverage resources to achieve Agenda 2030 for children in Algeria.

How can you make a difference?

The Country Office will establish a fixed term Partnerships and Resource Mobilization Specialist to be part of an advocacy, communication and partnership team under the overall guidance and leadership of the Representative. In close collaboration with the programme team, the Partnerships and resource Mobilisation Specialist will be responsible for maintaining, deepening and expanding strategic partnerships with strategic partners, locally, regionally, and internationally. He or she will make recommendations to Algeria Country Office in relation to resource mobilisation and leveraging targets and in expanding the partnerships, resource mobilization and engagement capacity.

Summary of key functions/accountabilities:

  1. Develops the partnerships and resource mobilization strategy and annual partnership engagement and resource mobilization plans to support the achievement of the CPD 2023-2027. Organizes and coordinates partnership sand resource mobilization efforts of the country office as part of the broader advocacy and communication and partnerships team.
  2. Expands UNICEF’s network of key interlocutors and builds stronger relationships and partnerships with a wide range of partners, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Act as the focal point for UNICEF NatComs, liaising with them to explore partnership opportunities, engagement of global companies, innovations, and advocacy with different partners.
  3. Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff at different levels of the organization. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff.
  4. Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners. Ensures that Algeria Country Office uses a well-prioritized and realistic approach to PPP and B4R to support the implementation of the CPD, humanitarian response and leverage resources for children in Algeria.
  5. Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization.
  6. Acts as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities, ensure that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNICEF’s perspectives, policies, priorities and capabilities. Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s Senior Management.
  7. Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
  8. Ensure timely and quality proposal development; management of funding agreements as well as reporting and monitoring of donor interests and information needs and in order to ensure country office compliance to UNICEF rules and regulations and reduce transaction costs. Works closely with the senior budget associate and other colleagues to enhance methods to increase office awareness of the utilization and reporting requirements. Build systems to promote compliance with terms of specified grants and agreements.
  9. Contributes to strategies for engagement and the development of tools, partnerships frameworks, investment cases and materials to increase UNICEF’s visibility and influence with existing and prospective partners and key stakeholders. Works closely with UNICEF’s colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNICEF’s supports. Contributes written inputs for communications instruments that best inform and influence decision makers.
  10. Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

    Impact of Results

The Partnerships Specialist is a seasoned professional in the field of external relations, in particular partnership development and resource mobilization. The quality of work and external communications performed by the specialist directly impacts on the overall reputation of UNICEF. S/He follows established procedures but is expected to make recommendations on strategies for engagement and communications products. The Partnership Specialist is accountable for quality, substantive input and ability to project a competent and trusted image of UNICEF to partners.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree is required in one of the following fields: international relations, political science, international development, communications, or another relevant technical field.

Experience:

A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, partnerships and resource mobilization, external relations, or other relevant area.

Experience in management of multi-stakeholder partnerships at the national and/or international levels in the development field and/or in a global private sector company is required.

Prior field experience with UNICEF or another UN Agency, Fund or Programme is highly desirable.

Knowledge and experience of working with business and human rights in particular children’s rights is an asset.

Language Requirements:

Fluency in English and good working proficiency French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
