South East Asia and Pacific Multi Country Office (EAPMCO) The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. Global Pulse’s GDAI is an initiative managed by UNOPS and the Executive Office of the Secretary General (EOSG) and across Global Pulse Labs that brings together UN agencies and private, public, and social sector partners for the development of data and AI products as digital public goods (DPGs). GDAI aspires to catalyze the formation of a cohesive and responsibly open ecosystem of data and AI products and services that reduces inefficiencies in the development of digital solutions for sustainable development and humanitarian action—with an initial focus on natural disaster response and recovery—to accelerate attainment of the sustainable development goals.
Partnerships Senior Analyst ( Data Governance) will support partnership development for Global Pulse’s Global Data Access Initiative (GDAI).
Partnerships across the private, public, and social sector are a key driver of the success of GDAI. With experience in the development of partnerships, including partnership agreements as the foundation for joint success, and a good understanding of the UN system across agencies and/or UN secretariat, the Partnerships Senior Analyst ( Data Governance) will draft and evolve partnership agreements for pro-bono service partnerships and to secure responsible data access from data providers. Furthermore, the incumbent will support the negotiation of these agreements. The Partnership and Data Governance Analyst may also contribute to GDAI’s data governance framework and advise on issues regarding compliance with data protection and privacy laws, risk assessments, and privacy preserving product design and deployment.
This is an exciting opportunity to be part of a new initiative and to shape the direction of data and AI products as digital public goods to enable the development of digital solutions for impact at scale. The incumbent of this position will be a personnel of UNOPS under its full responsibility.
Functional Responsibilities
2. Purpose and Scope of Assignment
Under the supervision of the GDAI Programme Lead ; the incumbent will support initial setup and negotiation of partnership agreements necessary to commence implementation of GDAI. The incumbent will support the development of the following deliverables:
GDAI Partnerships:
- Draft and revise one Statements of Work (SOW) reflecting a partner’s planned contribution to GDAI in coordination with the GDAI Project Manager and other project staff as necessary
- Engage with three future partners across the private, public, and social sector (including the United Nations) as is necessary for the development of SOWs and Memoranda of Understandings / and to further the objectives of GDAI under the direction of the GDAI Lead and GDAI Project Manager.
- Draft two initial partnership agreements, coordinating with potential partners and relevant actors across the UN.
- Conduct due diligence assessment of prospective partners as may be necessary, write due diligence reports, and coordinate with prospective partners for completion of their due diligence as may be required.
Future Operating Model for GDAI partnerships
- Provide consolidated advice to project leadership and design teams in coordination with expert partners about organizational implications of various possible scaling pathways for GDAI - within or outside the UN - as it scales.
Partnership Pathway Streamlining
- Provide consolidated written advice to the GDAI Lead and GDAI Project Manager on preferred pathways for partners to support GDAI (contribution agreements, pro-bono services agreements, and data sharing agreement etc.).
GDAI Risk Assessments
- Conduct three assessments of applicable data privacy and protection laws, other relevant laws and policies, and UN regulations and policies as relevant to partnerships - highlighting legal risks including privacy risks to the GDAI Lead and GDAI Project Manager

Education/Experience/Language requirements
Education:
- Minimum advanced university degree (Master’s degree or equivalent) in the filed of area of privacy, cybersecurity, and teleconology specific areas of law is required.
- A first university degree (Bachelor’s or equivalent) in above-mentioned fields with two (2) additional years of relevant experience may be considered in lieu of an advanced degree or higher degrees.
- CIPP certifications and law license is an asset.
Experience:
- Minimum two (2) years of work experience in data privacy/cybersecurity legal work or related field is required.
- Experience in analyzing privacy and technology related regulations across regions and geographies is required.
- Experience in UN specific partnership management and agreement negotiation is an asset
- Experience drafting and analyzing UN policy in the areas of privacy and AI ethics is an asset
- Experience with analyzing and designing data access products including data exchanges is a plus
- Experience working in and management of multi-disciplinary teams – and the private sector is desired
Language Requirements:
- Full working knowledge of English is required
