You have:
- Bachelor’s degree or equivalent in the field of Business Administration, Social Sciences, International Development or Economics, or other related fields of study.
- Minimum 2 years’ experience with NGO and/or international organization, preferably in partnerships and civil society strengthening.
- Good understanding of Ukrainian civil society is an advantage.
- Knowledge of the context, humanitarian response in Ukraine and the eastern region.
- Excellent organizational skills, attention to detail and discretion with confidential information.
- Confident user of the MS Office 365 Apps (incl. excellent working knowledge of Excel).
- Good data management skills.
- Knowledge of project cycle.
- Fluency in both written and spoken Ukrainian and/or Russian.
- Advanced level of English language, both written and verbal.
The Norwegian Refugee Council (NRC) has been working in Ukraine since 2014. Following the escalation of conflict in February 2022, NRC scaled up its operations across Ukraine and neighboring countries. NRC’s humanitarian response in the east of Ukraine is focused on an integrated approach that combines its programming expertise (Core Competencies) of Livelihoods and Food Security (LFS), Shelter/WASH, Education in Emergencies, Protection from Violence, and Information, Counselling and Legal Assistance (ICLA). In the east of Ukraine, NRC and its partners are currently working in Donetska, Kharkivska, Dnipropetrovska, and Zaporizka oblasts. NRC Ukraine works with local partners to extend its access to people in need and to build the capacity of local institutions for longer term sustainability. To work in partnership most effectively, NRC Ukraine is strengthening its internal systems and developing standard operating procedures for partnership management as well as revising NRC’s existing Partnership Toolkit. Working with partners requires inputs across NRC teams, from finance, MEL, programmes, Logistics and others; effective partnership requires a proactive attitude, combined with a diverse set of skills including and understanding of partnership programming. The Partnership Officer, under the guidance of the Partnership Coordinator, will work closely with partners and NRC teams to support and strengthen NRC’s work with partners in the east of Ukraine.
Qualifications
Generic professional competencies:

Responsibilities
Generic responsibilities:
- Adherence to NRC policies, handbooks/guidelines, and donor requirements.
- Adhere to National legislation and NRC policies regarding the administration, protection of private information, data protection and data-sharing, ensure proper filing of documents.
- Support partners in adhering to key compliance standards including those set out in NRC Project Implementation Agreements, NRC Financial Handbook, other relevant NRC policies, handbooks, guidelines and procedures as well as donor and auditor standards.
- Support identification of capacity development needs and ensure partners are receiving the necessary technical support.
- Support the PCM activities and use of NRC Project Cycle Management (PCM) framework of working with partners.
- Support the Partnerships Coordinator in overseeing the financial aspects of partnership as well as the reporting of indicators, reach and data quality of partnerships, including development of log frames and targets.
- Prepare and submit periodic reports to the line manager when requested.
- Support and facilitate communication and coordination among partners.
- Flag any bottlenecks in the processes and provide suggestions for the improvement of existing mechanisms.
Specific responsibilities:
- Support the development of quality partner proposals (log frames, indicators and targets) aligned with NRC formats and standards in coordination with Project Managers.
- Participate in building relations with a range of partners and support Partnerships Coordinator in identifying prospective partners and their organizational development needs.
- Support Partnerships Coordinator in organizational assessments and vetting of potential partners as per NRC Partnership Toolkit.
- Support in drafting project implementation agreement and its annexes providing standard information and consolidating inputs from programme and support teams (partners’ information, reporting schedule, etc.).
- Support preparation of and participate in Partnership Project Cycle Management (PCM) meetings, actively follow up on outstanding partnership issues, take minutes of the meetings.
- Responsible for preparation of supporting documentation submitted by partners jointly with financial reports. Organize Means of Verification (MoVs) in accordance with log frame, if requested. Summarize/translate in English organizational policies, procedures and other documents that are in the local language (when necessary).
- Facilitate communication and coordination between NRC and partners and perform monitoring visits to partners.
- Responsible for maintaining partnership trackers, stakeholder mapping tools and partnership files, monitoring information in scope and updating tools according to a daily routine.
- Support in maintaining tracking of planned, active and closed partner projects in electronic and hard copy, ensuring all documentation is in place.
- Perform other job-related duties as assigned by the Line Manager.
