The UNV Regional Office for Europe and CIS provides oversight and strategic guidance to the UNV field presence in the region and is accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programmes focused on peace, development and humanitarian needs. The UNV Regional Office represents and strategically positions UNV and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society, and private sector. UNV’s services and solutions in Europe and CIS are covered on unv.org website and social media. To increase awareness of these initiatives among key audiences and to enhance co-operation with the UN and external partners in the region is one of the main priorities of the UNV Regional Office for Europe and CIS, related to diversification of informational content, design of visual materials and speed of news flows. The UNV Partnership and Mobilization Support Officer will provide strategic direction to ensure volunteers mobilization and ensure volunteers growth in Uzbekistan

Under the general guidance of the UNV Regional Manager and immediate supervision of the Regional Portfolio Analyst, the Partnership and Mobilization Support Officer will undertake the following tasks

1- Business development for volunteer mobilization (40%) • Liaise with targeted UN agencies (UNDP, RCO, WHO, UNICEF, OCHA, UNHCR, WFP, UNICEF, IOM, OHCHR, UNFPA, etc.) in Uzbekistan to ensure an understand-ing of UNV’s mandate, key offers and the added value that UN Volunteer assignments bring in support to the achievement of their respective mandates. • Identify volunteer placement opportunities and present UNV value proposition and vol-unteer modalities with the objective of maximizing international and national volunteer presence, including collaboration in the preparation of descriptions of assignment, with partner agencies and other partners in Uzbekistan. • Support the Regional Office in building strategic partnerships with UN entities by identi-fying relevant entry points for UNV’s mobilization of volunteers based on the develop-ment challenges and priorities in Uzbekistan. • Ensure UNV positioning in relevant projects/programme solutions, response planning processes, regional and country response strategic documents, country emergency task forces and assessments to identify opportunities for volunteers and volunteers placement; • Leverage the value added of UNV’s impact on development through its products and services, to identify niches for UNV’s positioning in UN joint projects. • Ensure quality and accuracy of comprehensive UN Volunteer data, including analysis of political and socio-economic issues and trends in Uzbekistan. • Manage a country UN Volunteers mobilization in accurate forecasting and demand generation, monitoring of assignments and contract extension negotiation (securing funding), mediation in volunteer management cases and compliance with workplans and delegated authority. 2- Advocacy, Partnership building and demand generation (30%) • Support UNV ROECIS team to develop, strengthen and monitor relationships with the UN partners as well as with the Government, VSOs, CSOs, NGOs, universities, community organizations and other partners. • Assist the Regional Portfolio Analyst to develop and sustain ways of working in coun-tries without UNV presence to support volunteer mobilization. • In coordination with UNV Sections, assist the Regional Office in building partnerships with UN organizations including regional entities and field-based organizations to iden-tify opportunities and promote UNV and volunteer mobilization. • Participate, as requested, in relevant fora and inter-agency meetings and events in Uzbekistan to seize opportunities for volunteer mobilization. • Participate in the development and inclusion of volunteer solutions for UN partners and other stakeholders’ initiatives. 3- Resource Mobilization and Donor relations (30%)

• With the support of ERCS, liaise with Uzbekistan to increase resource mobilization through Fully Funded (FF) programmes and the Special Voluntary Fund (SVF) • Identify entry points for collaboration with governments to position UNV in strategic resource mobilization efforts for FF and SVF in Uzbekistan. • In close coordination with ERCS, Regional Office Communication and Portfolio Teams, develop and provide substantive inputs in partnerships documents (annual reports) and maintain regu-lar communication and follow up on agreed actions with key government entities in Uzbekistan.

Expected Results • Partnerships with targeted UN entities (UNDP, RCO, WHO, UNICEF, OCHA, UNHCR, WFP, UNICEF, IOM, OHCHR, UNFPA are strengthened • Recommendations on partners engagement and are clearly elaborated and shared with relevant sections at HQ and with top management. • Updates, developments on UNV response are shared with HQ senior management as per the set deadlines. • UNV solutions are reflected in the regional, country response offers to Uzbekistan. • The Fully Funded Program with Uzbekistan Government is launched and FF UN Volun-teers are deployed.

project management experience (management, planning, staff development and training skills) in emergency / development programs; a senior-level management position in a field-based post; Significant experience in development programs, mainly in emergency, relief op-erations; • Strong network of agencies and individuals active in emergency response capacities; • Strong experience in building partnerships with UN entities, NGOs. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and ap-proaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in human relief, volunteerism as a mechanism for durable devel-opment, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. • Volunteer Living Allowance USD 1,148/month • Entry lump sum (one-time payment) USD 400 • Travel Ticket when moving to duty station USD 200 • Exit allowance (for each month served, paid on completion of contract) • Medical and life insurance: Cigna Private Insurance

Leave entitlements: • Annual leave: 2.5 days accrued per calendar month • Certified sick leave: 30 days • Uncertified sick leave: 7 days • Learning leave: 10 working days per consecutive 12 months • Maternity Leave: 16 weeks • Paternity Leave: 10 days
