Org. Setting and Reporting The United Nations General Assembly Resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016. The objectives of the Technology Bank are: (a) To strengthen the science, technology and innovation capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues; (b) To promote the development and implementation of national and regional science, technology and innovation strategies; (c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector; (d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries; (e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change. This position is located in the Project Design, Capacity Building and Communications Unit, Research Analysis and Technology Needs Assessment section, in the Technology Bank for the LDCs, based in Gebze, Türkiye. The Economic Affairs Officer will report to the Managing Director of the Technology Bank.

Responsibilities Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

ECONOMIC AND/OR SECTOR ANALYSIS: - Undertakes research and analysis of selected issues in science, technology and innovation in least developed countries and their implications for economic development. - Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments. - Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development. - Attends international, regional, and national meetings to hold discussions with colleagues in other institutions. - Assists in the organization and servicing of expert group meetings, seminars, etc. on science, technology, innovation and development issues pertaining to the least developed countries.

INTERGOVERNMENTAL SUPPORT: - Represents the UNTBLDC at international, regional and national meetings. - Participates in assigned inter-governmental, inter-agency and multilateral outreach and consultative processes, including the UN Interagency Consultative Group on LDCs, STI Forum and the UN Interagency Task Team on STI4SDGs. - Prepares inputs for reports to intergovernmental bodies. - Follows intergovernmental meetings and prepares summary reports. - Prepares inputs to statements, briefing notes and talking points by the Managing Director to such meetings.

TECHNICAL COOPERATION - Coordinates the development and implementation of the Technology Needs Assessments. - Participates in missions on development issues, usually as a member of a team. - Conceives, designs and delivers training courses, workshops and seminars for national officials on science, technology and innovation in the least developed countries. - Prepares documentation for technical cooperation programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

GENERAL: - Participates in planning and assists in the preparation of annual work plans as well as strategic plan for consideration by the Governing Council of the UNTBLDC. - Participates in communication and outreach, including the maintenance of the organization’s website, under the guidance of the managing Director. - Assists the Managing Director in programme management, mobilization of resources, establishment of partnerships with key stakeholders and preparation of inputs for missions. - Supports junior staff, reviewing their work and providing feedback. - Supervises the work of consultants. - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work of UNTBLDC. - Undertakes on-the-job and other training activities, both internally and externally.

    Education An advanced university degree (Master's degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five (5) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

    Experience in the provision of technical assistance and advice to governments in the LDCs on science, technology and innovation is desirable.

    Experience in science, technology and innovation policy, including policy analysis, research and writing, is desirable.

    Two years of experience working in the UN Common System or similar international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

    Special Notice The appointment against this position is limited to service in the Technology Bank for the Least Developed Countries.

Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
