Org. Setting and Reporting The United Nations General Assembly resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016.

The objectives of the Technology Bank are : (a) To strengthen the science, technology, and innovation (STI) capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues; (b) To promote the development and implementation of national and regional science, technology and innovation strategies; (c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector; (d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries; (e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change.

This position is located in the Project Design, Capacity Building and Communications Unit in the Technology Bank for the LDCs, based in Gebze, Turkey. The Economic Affairs Officer reports to the Managing Director of the Technology Bank.

Responsibilities Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Substantive areas of work: - Monitors developments in science, technology and innovation and identifies recurrent and emerging issues that are relevant to the Least Developed Countries. - Conducts research and analysis on of selected issues in science and technology and innovation in LDCs and their implications for economic development, including structural transformation and the attainment of the 2030 Agenda for Sustainable Development and Sustainable Development Goals. - Collects and analyses information/data and develops draft policy recommendations pertaining to the UNTBLDC mandate. - Formulates proposals on technology transfer and STI capacity building projects for implementation in LDCs. - Attends international, regional, and national meetings to hold discussions with representatives of other institutions. - Organizes expert group meetings, seminars, etc. on science, technology, innovation and the related development issues. - Supports the managing Director of the UNTBLDC in programme management, mobilization of resources, establishment of partnerships with key stakeholders and preparation of inputs for missions.

Partnerships and Intergovernmental support: - Provides substantive support on science, technology, and innovation-related issues to intergovernmental bodies (such as the General Assembly and the Council of the UNTBLDCs.), •Represents the UNTBLDC at international, regional and national meetings. - Leads assigned inter-governmental, inter-agency and multilateral outreach and consultative processes. •Prepares publications, statements, presentations, background and issue papers, briefing materials, talking points and minutes of the meetings. •Represents the UNTBLDC at various inter-agency and expert meetings.

Project design and capacity building : - Designs and monitors technical cooperation projects under the TBLDC mandate. - Undertakes missions as part of the Organization’s technical cooperation and capacity building activities. - Prepares global, regional, national or sector analyses that provide a basis for advising national governments on science, Technology and innovation policies . - Organize training sessions on science, technology and innovation-related capacity building in LDCs.

General: - Deputizes for the Managing Director, when required. - Participates in planning and assist in the preparation of annual work plans as well as strategic plan for consideration by the Governing Council of the UNTBLDC. - Participates in resource mobilization efforts targeting traditional donors, multilateral institutions, philanthropic organizations, non-governmental organizations and potential partners from the private sector. - Participates in communication and outreach , including the maintenance of the organization’s website under the guidance of the managing Director. - Supports junior staff, reviewing their work and providing feedback. - Supervises the work of consultants. - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work of UNTBLDC. - Undertakes on-the-job and other training activities, both internally and externally.

Ability to use science and technology partnerships to promote UNSDGs through the UN development system. Ability to apply science, technology and innovation theories and concepts to the challenges facing the LDCs. Ability to conduct independent research and analysis on science, technology and innovation-related topics, relate to economic development, determine suitability, validity and accuracy of data provided by different sources.. Ability to develops and fosters partnerships with public and private sector institutions for fundraising purposes. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technologies that are appropriate for LDCs; understands applicability and limitation of technology for development in LDCs; assists with the finalization of Technology Needs Assessment.

    Education An advanced university degree (Master’s degreeor equivalent degree) in economics, information and communications technology (ICT), science, technology and innovation (STI) or related fields is required. A first-level degree (Bachelor’s degree or equivalent degree) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification A combination of advanced degrees in economics, and science degrees such as engineering, science and technology, is desirable.

    Work Experience A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation in the field of science, technology and innovation, or related area is required.

    Experience of implementing result-oriented work programmes built around coherent strategies in the LDC is required.

    Experience in writing and proven record of publications is desirable.

    Experience in servicing of formal intergovernmental meetings is desirable.

    Experience in organizing international expert group meetings, seminars and conferences is desirable.

    Experience in policy formulation and programmes on science, technology and innovation and technology transfer in supporting socio-economic development is desirable.

    Experience in developing partnership with other organizations, including the government institutions and private sector is desirable.

    Languages English and French are the working language of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
