Result of Service An analytical report, including: - Summary of review and analysis of how UN entities manage and coordinate implementation of learning, training and skills development programmes - Summary of review of financing models of funding learning, training and skills development programmes delivered by various entities across the UN Secretariat. - Successes, gaps, overlaps, and lessons learnt identified through the review process. - Concrete recommendations for addressing fragmentation, maximizing the available financial resources, and developing an integrated learning curriculum for all staff in all entities.

Duties and Responsibilities This consultancy is located in the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The consultant will report to one of the Co-Chiefs of the Organizational Development Section (ODS).

The 2021-2025 Learning Strategy highlights that the present learning resources in the UN Secretariat are developed and delivered in a very fragmented environment. Different learning management systems (LMS) are in use centrally and in entities; there are arrangements with learning partners for some content; there is licensed e-learning content (LinkedIn Learning, Microsoft); and collections are maintained in department SharePoint repositories. The user experience is confusing; there is no common entry point where a staff member, team, or manager can be guided about how to best meet their learning goals. This calls for a need to develop a common learning agenda and an integrated learning curriculum to support professional growth and build capabilities across the Secretariat for the delivery of mandates at a dynamic pace, and in a cost-effective manner.

Within limits of delegated authority, the Consultant on Development of Consolidated Learning Curriculum in the UN Secretariat will be responsible for the following duties:

- Conduct review and analysis of how various UN Secretariat entities manage and coordinate implementation of learning, training and skills development programmes. - Conduct review of financing models of funding learning, training and skills development programmes delivered by various entities across the UN Secretariat. - Prepare an analytical report highlighting successes, gaps, overlaps, and lessons learnt identified through the review process. - In line with the Learning Strategy, provide concrete recommendations for addressing fragmentation, optimizing the available financial resources, and developing an integrated learning curriculum for all staff in all entities.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent degree) in the fields of organizational development, behavioral science, business or public administration, human resources management, social psychology, social sciences, or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of professional experience in managing and coordinating complex projects linked to organizational development, learning, training, finance or budgeting in an international setting is required. Experience working collaboratively with diverse stakeholders and building trusted professional relationships with them is required. Experience working with a UN System organization is desirable.

Languages For this consultancy, fluency in English is required.
