How can you make a difference?

Organizational Context: Ukraine Country office handles annual budget of approximately US$ 750 million and all transactions such as EZHACT (DCT, Reimbursements and Direct Payments), and liquidations, raising of Fund Commitments, Sales orders, purchase requisitions and individual contracts, are processed by the VISION Hub for the office. VISION-SAP Officer (Business processes) reports to Deputy Representative Operations and is supervising processing of VISION transactions within the benchmarks and in adherence to the policies and procedures with the support of the three VISION-HUB Associates.

Purpose of the Job: Under the general supervision of the Deputy Representative Operations, ensure all relevant VISION transactions are undertaken in line with the requirements and according to the SOPs. Monitor functional Role Mapping/Table of Authority/Release strategy of UCO and manage IRC functions in coordination with sections. Provide support to the unit in all financial transactions related to HACT implementation, with particular focus on ensuring efficiency all financial transactions for field activities. Contribute to the improvement of the available SOPs, establishment of KPIs and other workflow documentation.

Key functions, accountabilities and related duties/tasks:

1. Provide technical input for the effective and efficient management of VISION transactions processing for the office. Accurate and consistent

interpretation and application of VISION/business procedures implemented to support operational work of the office.

2. Manage and lead the VISION Hub to ensure that the Hub provides timely, accurate transactions in a proactive and client focused manner.

Ensure all transactions are completed within appropriate timeline, with relevant feedback provided to requesting sections/units. Review work

distribution within the hub and supervise the Hub staff to ensure effective functioning.

3. Monitor functional Role Mapping/Table of Authority/Release strategy of UCO and manage IRC functions in coordination with sections.

Review transactions flow and recommend improvements to SOPs for improved efficiency.

4. Facilitate conduct of HACT and VISION trainings for Ukraine and Zone Offices Implementing Partners (IP) and Staff.

5. Promote VISION Hub to be a Knowledge Lab for the UCO offices. Identify issues concerning transactions and develop and support

trainings/orientation sessions/clinics to enhance knowledge and use of VISION and its tools.

Impact of Results: The work of the VISION Hub is critical to the achievement of office indicators as the Hub manages transactions processing and support smooth

programme implementation. Delay or failure to carry out timely processing could adversely affect achievement of results for children and nonadherence

to the policies and procedures will attract audit observations. Important for the office to ensure that risks and controls are managed

and this is ensured through assignment of VISION roles in line with the approved Table of Authority and monitoring of SoD violations on a

regular basis. Overall, the Hub functions support efficiency and effectiveness as well as standardization of transaction processing. The functions

listed have a direct impact on the performance scorecard for the office and achievement of results across sectors.

Recruitment Qualifications:

Education- A university degree in one of the following fields is required: finance, accounting, business administration, economics or financial management.

Membership - or enrolled for membership - in a recognized professional accountancy body would be an advantage.

Experience:

A minimum of two year of work experience focused on transaction processing and office management is required.

Knowledge of SAP would be an advantage.

Language Requirements- Fluency in English and knowledge of local language is required.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
