Organizational Setting

A reform of the system of state regulation of water biological resources use initiated by the Government of Ukraine is directed, among others, to public service digitalization in fishery and data collection on the catch, state of species populations and enforce combating against IUU. In this regard, it is planned to develop and deploy the Unified state electronic management system of the fishing industry (E-Fish) that should cover the whole sector. The vessel monitoring system is an important system component that provides tools for the location of fishing vessels, cross-checking information provided in logbooks and increasing transparency of fishing operations as well as mitigating IUU practice. Apart from this, the system is a key part of monitoring control and surveillance programs allowing to strengthen combating against IUU and ensuring sustainable development of industrial fishery.

Reporting Lines

Under the overall supervision of the Head of the Office/Budget Holder, the National specialist for establishing of vessel monitoring system reports to the Head of FAO Office in Ukraine (FAOUA) and operates under the general supervision of the Project Team Leader and with technical guidance of the project’s Lead Technical Officer (LTO).

The National specialist for establishing of vessel monitoring system is also expected to work in close collaboration with other relevant project staff as deemed appropriate and functional to the delivery of responsibilities and outputs.

Technical Focus

Develop and deploy the vessel monitoring system component of the Unified state electronic management system of the fishing industry (E-Fish) that should cover the whole sector.

Tasks and responsibilities

The cornerstone of transformation of vessel control component is development of software enabling effective control over the vessel movement and data transfer to the competent authorities. In this context the national specialist is expected to: • On the basis of the report on the institutional and legal capacity of the authorized state authorities, provided by the State Agency of Reclamation and Fisheries of Ukraine, takes part in the improvement of developed business processes and, if necessary, offers the optimization of such business processes, taking into account the current legislation; • Participates in the development of the Resolution of the Cabinet of Ministers of Ukraine on the approval of regulations on monitoring of fishing vessels and the procedure for remote monitoring of fishing vessels; • Analyses the technical requirements for the Vessel monitoring system to the relevant EU regulations, FAO recommendations; • Provides proposals for information exchange with internal subsystems of E-Fish and external systems of state bodies and ministries; • Monitors compliance with technical requirements during software development by the Vessel monitoring system service provider; • Performs software product testing during software development by the Monitoring system service provider; • Participates in functional tests of the Vessle monitoring system and prepares an expert opinion on the possibility of transferring the system from test operation to experimental (experimental operation); • Provides the authorized bodies with proposals for the development of the system and the development of a plan for their implementation; • Participates in the organization and training of system users, civil servants on the use of vessel monitoring system software • Provides the authorized bodies with proposals for the development of the system and the development of a plan for their implementation; • Participates in the organization and training of system users, civil servants on the use of vessel monitoring system software; • Other duties as deemed appropriate.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in engineering, economics, IT, radio engineering • At least 3 years of experience in Software Development in the agriculture field • Working knowledge of English and the official language of the country (Ukrainian) • National or permanent resident of Ukraine

Selection Criteria

• Advanced university degree in areas relevant to the vacancy announcement is desirable. • Understanding in business processes required to create a vessel monitoring system • Participation in the development of at least 2 software products, which is confirmed by the Developer's Certificate of Origin (DCO) • 5 years of practical experience in Project Management, Software Development • Work experience in an multicultural environment • Participation in team meetings
