Organizational Setting

The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist the governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fishery and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Project Coordinator reports to the Programme Officer under the overall supervision of the FAO Subregional Coordinator for Central Asia and the FAO Representative in Turkey. He/she also works under the technical guidance of the Lead Technical Officer (LTO) and in collaboration with FAO Turkey Office (FETUR) Team.

Technical Focus

Programme development, coordination and operational supervision based on knowledge of the local conditions, culture, language and institutions in the country of assignment. Ensure the smooth functioning of project operations, consistent service delivery, and continuous evaluation, readjustment and improvement of the operational environment to reflect the FAO Representation’s evolving needs.

Tasks and responsibilities

Under overall supervision of the FAO Sub-regional Coordinator for Central Asia and FAO Representative in Turkey, direct supervision of the Programme Officer and, in guidance of Assistant FAO Representative, technical guidance of the Technical Officers and in collaboration with FAO Turkey (FETUR) team the GEF Portfolio Coordinator will be responsible for the following tasks:

  • Ensure smooth programing and implementation of projects and programmes funded by GEF;
  • Take lead roles in the identification, formulation and preparation of the GEF funded projects and programmes;
  • Supervise all Project Coordinators of the GEF funded projects and programmes in guidance of the Programme Officer;
  • Support supervision and coordination of the GEF funded projects and programmes; on-going and new developing projects in PCM before the implementation;
  • Coordinate with the FETUR and the FAO Lead Technical Officers (LTOs) to organize the activities of related projects;
  • Contribute to the preparation of financing agreements for the GEF funded projects and programmes;
  • Coordinate the implementation of the GEF funded projects and programmes;
  • Ensure the link with Management (Programme Officer and/or Assistant Representative) and alert its operational risks and criticalities;
  • Build network of collaboration with Government of Turkey, and other resource partners and organizational counterparts to facilitate the coordination and promotion of the GEF funded projects and programmes;
  • Monitor and identify critical programme issues where input/involvement is needed;
  • Ensure the quality of the implementation and the monitoring of the progress of activities of the GEF funded projects and programmes;
  • Be informed about and facilitate the process of proper and timely recruitment and procurement of all GEF funded projects and programmes;
  • Participate in Project Task Force Meetings, review the input procurement as well as the technical specifications of the inputs to be provided under the GEF funded projects and programmes and distribution plan, the recruitment plan, the terms of references;
  • Work closely with the Project Coordinators and request assistance from the JTOs regarding relevant projects to ensure successful implementation of the GEF funded projects and programmes. Provide inputs for TORs for the acquisition of goods and services;
  • Support the preparation of the progress reports of the projects intervening in its Field (advancement and Final);
  • Support for the project team for the completion of the project’s Monitoring and Evaluation (M&E) plan including the baseline assessments and their compliance with the M&E plan of the GEF funded projects and programmes;
  • Support budgetary management and monitoring of the approved field expenditures;
  • Provide inputs for drafting the Letters of Agreement with local Implementing partners carrying out specific tasks;
  • Take lead in the preparation of inception, progress and terminal reports as well as six-monthly work plans for the GEF funded projects and programmes;
  • Provide assistance for and ensure communication and visibility of the activities of the GEF funded projects and programmes
  • Coordinate with the project team and assist the Project Coordinators for mid-term review of the GEF funded projects and programmes,
  • Perform any other related duties as required by the Management.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • National of Turkey;
  • University degree in a discipline relevant to the mandate of FAO;
  • Minimum of 10 years of proven knowledge and experience in programme management and implementation
  • Excellent English and Turkish communication skills, both verbal and written.

Technical/Functional Skills

  • Experience working with the Global Environment Facility is desired
  • Knowledge of UN field programmes, or FAO operational work in Turkey would be an asset
  • Extent and relevance of experience in programme/project management including PCM, project design techniques, donor reporting
  • Demonstrated understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations (UN) or FAO, would be considered an asset
  • Demonstrated ability to analyse GEF donor compliance, project implementation and other operational issues in line with governing regulations, rules and relevant project management guidelines
  • Experience in the region covered by SEC is desirable;
  • Proven report writing skills
