PURPOSE OF THE POST

Provide technical expertise as well as operational and programmatic support to the implementation of the Refugee Health Programme in Turkey, focusing on the delivery of health services to populations affected.

OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Under the overall guidance of the HWO and the direct supervision of the Refugee Health Programme Coordinator the incumbent provides technical expertise as well as operational, technical and programmatic support to the implementation of the Refugee Health Programme in Turkey.

DESCRIPTION OF DUTIES

Provide technical expertise as well as operational and programmatic support to the implementation of the Refugee Health Programme in Turkey, focusing on the delivery of health services to populations affected.

Specifically the incumbent will carry out the following duties:

Support the Ministry of Health in evaluating and strengthening national health systems in the area of refugee health services, by developing, adapting and updating guidelines, materials and tools, organizing and implementing meetings, trainings andfield activities, aiming for the highest attainable health for refugees and the host community.

Facilitate the planning and formulation of strategies and workplans ensuring close coordination with local and national health authorities and other stakeholders.

In line with program strategy and priorities, and in coordination with other agencies and partners, support the consolidation of health sector activities in the area of refugee health programme.

Support the program coordinator in:

  • identifying gaps in the delivery of the health services andrecommending appropriate actions and innovative approaches to improve the services
  • analyzing existing coordination mechanisms and recommending improvements,
  • facilitating collaboration and cooperation with a broad range of UN Agencies, international, governmental and non-governmental organizations/institutions and donor representatives.

Other activities as requested by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, public health, social and political sciences or related fields. Desirable: A degree or studies in medicine, public health management or public administration; training in diseases management, emergency response or a related subject.

Experience

Essential: Minimum two years of national professional experience in the field of management of public health programmes/systems. Desirable: Experience in emergency and humanitarian response, with emphasis on management and capacity building Experience in developing and promoting collaborative partnerships and/or experience in emergency stricken countries. Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations.

Skills

Demonstrated knowledge of response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations. Excellent skills in the monitoring and analysis of emergency situations. Excellent interpersonal skills and ability to work under pressure. Proven ability to communicate effectively. Tact, discretion and ability to promote consensus. Proficiency in standard computer applications e.g. electronic communication, database searches and management, word processing, spreadsheets, presentations and planning software.

REMUNERATION

Remuneration comprises an annual base salary starting at TRY 234,134 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
