This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

This UNV assignment is part of The United Nations Recovery and Peacebuilding Programme (UN RPP). The UN RPP has addressed priority needs in the east of Ukraine arising since the outbreak of the armed conflict in spring 2014. The Programme supports the economic recovery of war-torn communities, further accelerating the decentralization and health-care reforms in these regions and strengthening community security and social cohesion in target communities. After the large-scale Russian invasion began on 24 February 2022, the Programme expanded its activities to the most war-affected oblasts of Ukraine, located primarily in the east and south of Ukraine. Based on previous experience and to support the strengthened resilience and early recovery of war-affected communities in the selected target areas of Ukraine, UNDP and the European Union, a long-term partner (including for UNDP’s programme in the east), have in parallel launched the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project, which will ensure a multiplier effect by further expanding key interventions mentioned above.

UNDP Ukraine invites applications from highly qualified, motivated, and experienced Ukrainian professionals for the post of National Data Management Officer.

Under the direct supervision of the Monitoring and Evaluation Analyst the National Data Management Officer will undertake the following tasks: • Manage routine data, including data cleaning and entry in the UN RPP IMS platform to ensure completeness and quality; • Report any errors identified during data review to appropriate team members and assist in resolving issues; • Build new components of IMS data collection and aggregation tools; • Conduct descriptive data analysis and visualization; • Generate/update frequencies, pivot tables and charts of the indicators of interest for monitoring purposes as well as ad hoc requests; • Propose, develop, and support others developing content for dissemination including blogs and other social media; • Support the development and implementation of online and offline data collection tools to meet monitoring, evaluation, and reporting needs of the UN RPP; in collaboration with the Monitoring and Evaluation Analyst and M&E Associate, responsible for designing and providing regular staff training, technical support, and oversight of data management processes; • Archive and backup database systems; ensure security of databases; perform database administrator functions; • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to intersectoral dashboards and reports.

a similar professional role. Experience working in the UN or other international development organization will be an advantage. Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Entitlements of National UN Volunteer Specialist:

Monthly Volunteer Living Allowance (VLA):  • USD 1534 - Kyiv • USD 1268 - Dnipro, Lviv, Mukachevo, Odesa, Poltava VLA (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSc applies hardship classification to duty stations in Ukraine as “E”.

• USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
