Purpose of the activity/ Assignment
The overall purpose of this consultancy is to support nutrition programme in South-East areas especially for emergency nutrition response, networking and coordination
Scope of Work
The consultancy will be based in HpaAn field office to support nutrition programme on emergency and rapid response through leading of the subnational cluster coordination and nutrition information management. The consultant reports to the Health and Nutrition Specialist, HpaAn with technical guidance from national level nutrition specialist.
In close working with health, nutrition and other staff, the consultant will have to provide professional technical, operational and administrative assistance throughout the humanitarian planning for the delivery of results in South East areas. He/she will implement a variety of technical and administrative programme tasks to facilitate programme implementation, programme progress monitoring, evaluation, and reporting of results.
Duty Station : Hpa-An Field Office
Reports to: Health and Nutrition Specialist, HpaAn with technical guidance from national level nutrition specialist.
Duration of the Assignment: 8 months , full-time
Expected start date : 1 June 2022, End date : 31 January 2023
Description of Assignment:
Tasks 1:
- Support emergency nutrition response coordination, networking and information management
- Support strengthening of South East sub-national nutrition cluster
- Continue in organizing and conducting nutrition cluster meetings
-Coordinate with humanitarian partners and take action to harmonize the activities at field level
-Support and coordinate with partner organizations as required for nutrition emergency response in South East
- Updating of nutrition cluster database including 4Ws and contact information in collaboration with cluster and partners to identify who is working where and find out the gaps for the humanitarian response
-Lead and conduct sub-national nutrition cluster meetings and take action to harmonize the activities at field level; follow up the action points from the meetings with respective partners
-Participate in appropriate inter-agency meetings to integrate and harmonize on humanitarian response plan for nutrition
Deliverables 1:
Nutrition cluster data including 4Ws and capacity assessment developed and updated regularly.
Two sub-national cluster coordination meetings conducted, and minutes shared.
Attended at least 3 meetings of other clusters/sectors/working groups/national cluster and shared kay action points
Conduct ad hoc tasks assigned by the supervisor
Tasks 2:
- Support to nutrition programme situation analysis, planning, and response
-Support partners to use simplified MUAC screening in their project areas
-Review or updating of emergency nutrition response plan and its implementation including the needs and gaps for humanitarian response in coordination with national and local stakeholders in South East areas
-Contribute to the development of national nutrition emergency response plan.
-Organize and provide technical and operational support throughout all stages of programming processes to the implementation partners
-Support on expansion of nutrition service coverage in South East areas
Participated in the meeting related with nutrition on humanitarian response overview and plan for 2023 as part of South East
Deliverables 2:
MUAC screening using simplified MUAC screening approach conducted in South East and report shared
Humanitarian nutrition response plan for South East areas developed
Development of national nutrition emergency response plan contributed.
Tasks 3:
- Provide/Assist UNICEF nutrition programme responses
-Support on the nutrition supply chain management for proper utilization
- Conduct data management of partners
-Assist in developing PCA/HDP/SSFA/NFR
-Attend other working group meetings
-Conduct Ad-Hoc tasks as assigned by the supervisor
Deliverables 3:
Subnational Supply management system is in place
At least 3 implementing partners are in place through HPD/SSFA/NFR
Tasks 4:
- Technical and capacity building to nutrition implementing partners
-Conduct capacity assessment of partners
-Provide technical and operational support to nutrition cluster members, implementing partners (NGO, CBO), EHO partners and UN partners on the best practices on nutrition-related activities and issues to support effective and efficient programme delivery on nutrition.
-Build capacity of stakeholders to achieve programme goals on nutrition and child rights as well as social justice and equity.
Deliverables 4:
Capacity assessment report shared
Organized/ participated at least three capacity building sessions for the nutrition partners in South East
Tasks 5:
- Provide nutrition programme monitoring, operational support and delivery of desired nutrition result
-Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues. Provide solutions and recommendations.
-Participate in the monitoring of humanitarian nutrition response in South East areas.
Deliverables 5:
Two partnership meetings conducted and provide recommendations
At least one face to face or online programme monitoring visit is conducted
Conduct ad hoc tasks assigned by the supervisor
To qualify as an advocate for every child you will have…
- Bachelors degree in Nutrition, Emergency Response, Public Health or Medical related disciplines. Masters degree in a relevant field is an asset.
- At least 2 years of professional working experiences preferred in the humanitarian / emergency nutrition response areas
- Excellent knowledge and experience in networking and coordination with various stakeholder especially on nutrition and nutrition cluster
- Proven ability to establish and maintaining good relationship with UN agencies, NGOs, CSO and EHOs
- Adequate knowledge and skill on computer and software (MS Word, Excel, Powerpoint, etc)
- Experiences in working in the South East areas of Myanmar is an asset
- Understanding on local languages is desired

Remark:
Life and health insurance
UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. The responsibility of UNICEF is limited solely to the payment of compensation for service-incurred death, injury or illness.
Selected consultants must provide medical insurance coverage at least valid for the period of the contract. The medical insurance coverage must cover medical evacuations in Duty Stations “B” through “E”. Duty stations. Hpa-An is a "D" duty station. “A” or “H” do not require medical evacuation coverage.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/ assessment within the scope of child safeguarding as appropriate.
