The overall purpose of this consultancy is to support nutrition programme in South-East areas especially for emergency nutrition response, networking, coordination and programme management.

8 months, delivery-based.

How can you make a difference?

Description of Assignment:

Tasks 1:

Support emergency nutrition response coordination, networking and information management

  • Support strengthening of South-East sub-national nutrition cluster
  • Continue in organizing and conducting nutrition cluster meetings
  • Coordinate with humanitarian partners and take action to harmonize the activities at field level
  • Support and coordinate with partner organizations as required for nutrition emergency response in South-East region
  • Updating of nutrition cluster database including 4Ws and contact information in collaboration with cluster and partners to identify who is working where and find out the gaps for the humanitarian response
  • Facilitate and conduct sub-national nutrition cluster meetings and take action to harmonize the activities at field level; follow up the action points from the meetings with respective partners
  • Participate in appropriate inter-agency meetings to integrate and harmonize on humanitarian response plan for nutrition

Deliverables 1:

  • Two sub-national cluster coordination meetings conducted, and minutes shared
  • NIS data collected and shared NIS dashboard with cluster members
  • Nutrition cluster data including 4Ws and capacity assessment collected and updated biannually
  • Attended National Nutrition Cluster Meeting and shared update cluster information monthly
  • Attended at least 3 meetings of other clusters/sectors/ working groups/national cluster and shared key action points

Timeline: 1 May - 30 June 2023

Tasks 2:

Support to nutrition programme situation analysis, planning, and response

  • Support partners to use simplified MUAC screening in their project areas
  • Review or updating of emergency nutrition response plan and its implementation including the needs and gaps for humanitarian response in coordination with national and local stakeholders in South-East areas
  • Contribute to the development of national nutrition emergency response plan
  • Organize and provide technical and operational support throughout all stages of programming processes to the implementation partners
  • Support on expansion of nutrition service coverage in South -East areas
  • Participate in the meeting related with nutrition on humanitarian response overview and plan for 2023 as part of South-East region

Deliverables 2:

  • At least two capacity assessment of partners conducted, and findings shared to the cluster
  • MUAC screening using simplified MUAC screening approach conducted in South -East and report shared
  • Conducted strength and gap analysis and report back to the cluster members to take actions by themselves
  • Organized meeting with cluster members to develop Subnational Nutrition Strategic Plan and
  • Subnational HRP for 2024 draft and submit them to national cluster

Timeline: 1 July - 15 August 2023

Tasks 3:

Provide/Assist UNICEF nutrition programme responses

  • Support on the nutrition supply chain management for proper utilization
  • Conduct data management of partners
  • Assist in developing PCA/HDP/SSFA/NFR
  • Attend other work group meetings

Deliverables 3:

  • Participated in development of PD/HPD and monitored the progress of implementation
  • Subnational supply management system is supported to be in place
  • At least 3 implementing partners are in place through HPD/SSFA/NFR
  • Supported to Fund allocation process (e.g. MHF) with participation of cluster members

Timeline: 16 Aug- 30 Sep 2023

Tasks 4:

Technical and capacity building to nutrition implementing partners

  • Conduct capacity assessment of partners especially new partners
  • Provide technical and operational support to nutrition cluster members, implementing partners (NGO, CBO), EHO partners and UN partners on the best practices on nutrition-related activities and issues to support effective and efficient programme delivery on nutrition
  • Build capacity of stakeholders to achieve programme goals on nutrition and child rights as well as social justice and equity

Deliverables 4:

  • Capacity assessment report shared
  • Participated and facilitated at least three capacity building sessions for the nutrition partners in South-East (IMAM, IYCF and micronutrient supplementation)
  • Developed BMS order violation questionaries and introduced to cluster members to be used during their field visits

Timeline: 1 Oct-15 November 2023

Tasks 5:

Provide nutrition programme monitoring, operational support and delivery of desired nutrition result

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues. Provide solutions and recommendations
  • Participate in the monitoring of humanitarian nutrition response in South-East areas

Deliverables 5:

  • Introduced on process of conducting CSG to the cluster members
  • Two partnership meetings conducted and provided recommendations
  • At least one face to face or online programme monitoring visit is conducted

Timeline: 16 Nov- 31 December 2023

To qualify as an advocate for every child you will have…

  • Minimum Bachelor's degree in Nutrition, Emergency Response, Public Health or Medical related disciplines. Masters’ degree in a relevant field is an asset.
  • At least 2 years of professional working experiences in the Nutrition emergency response
  • Excellent knowledge and at least 1 year experience in networking and coordination with various stakeholder especially on nutrition and nutrition cluster coordination mechanisms
  • Prior experience of capacity building, facilitation and nutrition program data analysis will be an asset
  • Proven ability to establish and maintaining good relationship with UN agencies, NGOs, CSO and EHOs
  • Adequate knowledge and skill on computer and software (MS Word, Excel, Powerpoint, etc.), including statistical package
  • Experiences of working in the South-East areas of Myanmar is an asset
  • Fluent in Myanmar and English Language

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
