Background:

The OSCE POiB will continue assisting the host State in further promoting the judicial and legal reform and measures foreseen to implement the reform. Building on previous assistance provided to the host State, the POiB envisions to address the capacity building needs of the state bodies in implementing the criminal justice framework related to legal statistics management by facilitating training sessions for relevant state authorities.

The POiB will address the training needs of the relevant statistics units of law enforcement agencies on advanced usage of statistical data collection and analysis tools, such as Excel, Data Board, Office Reports and other required programs, as well as development of the statistical sheets, statistical formulas.

To ensure sufficient level of expertise in preparation and delivery of training sessions, the POiB will contract based on SSA basis one local expert skilled in interpreting and practicing the criminal legislation, in spreadsheet development and its analysis, as well as training skills. The POiB will, thus, facilitate training activities on the topic for state body officials with possibility of traveling to regions. The duration of the contract is 60 working days from 01/05/2022 to 30/06/2022.

Objective of Assignment:

Duration of Assignment:

The duration of the contract is 60 working days from 01/05/2022 to 30/06/2022.

Tasks and Responsibilities:

Under the overall supervision of the National Legal Reform Officer and Senior Programme Assistant, the successful candidate will be tasked with the following duties:

  • Development of training modules on advanced usage of statistical data collection and analysis tools, such as Excel, Data Board, Office Reports and other required programs;
  • Delivery of trainings to the staff of law enforcement agencies;
  • Drafting final report.

The Expert Consultant is responsible for the timely and professional production of project deliverables, established in Terms of Reference. The Expert Consultant will be instructed as to the specific substance of the deliverables, to be discussed with Head of Human Dimension Department, to ensure the highest quality products possible.

The expert will be working from home and will organize necessary events and meetings at the designated places.

  • Effective delivery of training sessions
  • Final report

Necessary Qualifications:

  • University degree in economics, statistics, data science or related fields;
  • Minimum 3 years of professional experience in statistic data collection, analysis sectors;
  • Knowledge of the national criminal law legislation;
  • Proven experience in developing analytical reports, articles, training modules and manuals in the field of data collection and analysis;
  • Knowledge of training methods, ability to organise, conduct and moderate joint events for different audiences;
  • Ability to work in a team with other trainers and experts;
  • Ability to use online platforms (Zoom, Google meets) and Microsoft Office (Power Point, Excel);
  • Professional fluency in Russian language, both oral and written.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
