Background:

The OSCE POiB provides support to the host State in promoting rule of law and administration of justice by strengthening the capacity of state institutions in delivering justice for all. In 2022, the POiB continues supporting the state in building capacity of law enforcement agencies, prosecution and judicial bodies to effectively implement criminal justice legal framework with account to international human rights and rule of law standards. Specifically, the POiB will address the need in enhancing the capacity and knowledge of the investigative judges building on the support provided by the POiB in this area during previous years. To this end, the POiB will support the Supreme Court in conducting training sessions based on existing legislative framework and human rights standards for 56 investigative judges throughout the country.

To ensure sufficient level of expertise in delivering the trainings to judicial corps, the POiB will contract based on SSA basis local criminal justice experts skilled in analysing specific needs for trainings, tailoring training materials, delivering trainings for state officials.

Objective of Assignment:

To conduct trainings for investigative judges on effective implementation of the criminal justice framework.

Duration of Assignment:

The duration of the contract is 20 working days from 1/11/2022 to 31/12/2022.

Tasks and Responsibilities: Under the overall supervision of the National Legal Reform Officer and Senior Programme Assistant, the successful candidate will be tasked with the following duties:

  1. Conduct needs assessments and analyze specific needs for trainings;
  2. Develop a comprehensive training material for investigative judges using comprehensive language, using gender-sensitive case studies as examples, and other learning material techniques;
  3. Provide trainings for the concerned authorities;
  4. Conduct post-training analysis.

The Expert Consultant is responsible for the timely and professional production of project deliverables, established in Terms of Reference. The Expert Consultant will be instructed as to the specific substance of the deliverables, to be discussed with Head of Human Dimension Department, to ensure the highest quality products possible.

The expert will be working from home and will organize necessary events and meetings at the designated places.

Necessary Qualifications:

  • University degree in law and at least six years of professional experience related to criminal process and criminal procedure;
  • Thorough comparative knowledge of judicial and legal reforms, in particular those related to criminal justice in the countries of Central Asia and particularly in Kyrgyzstan;
  • Minimum six years of professional experience in the field of legal and human rights expertise and analysis;
  • Proven experience in developing training materials, guidelines for judiciary, law enforcement agencies, etc.;
  • Excellent analytical and presentation skills in Russian and Kyrgyz language;
  • Availability of prior analytical work related to criminal process, human rights; and
  • Ability to use online platforms (Zoom, Google meets) and Microsoft Office (Power Point, Excel).

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
