Background:

The OSCE POiB provides support to the host State in promoting rule of law and administration of justice by strengthening the capacity of the state institutions in delivering justice for all. In 2022, the POiB continues supporting the state’s initiatives in the area of digitalization of the criminal case proceedings building on the established successful co-operation with the PGO, MoJ, SC and MoI. The support particularly focuses on the further development of the automated information systems (“Unified Crime Registry” and “Unified Registry of Misdemeanours”) to align with the latest modifications in the criminal legislation as well as international human rights standards, principles of transparency and accountability. The AIS URM envisages automation of all processes related to offences including automation of fining processes. Initially under administration of the Ministry of Justice, the AIS “Safe City” was transferred to PGO in 2022. For the full-fledged display of data related to the AIS “Safe City” and to ensure transparency of the information both systems need to be unified under one data base. Thus, at the state’s request, the POiB will address the need of PGO in a qualified IT team of specialists for the development and maintenance of the said digital tools.

To ensure sufficient level of expertise in development of the unified data base system, the POiB will contract based on SSA basis local IT experts skilled in analysing business processes, backend, frontend development and integration, web applications development, electronic modules and database development .

Objective of Assignment:

To align the amendments to the criminal legislation adopted on 23 October 2021 to the AIS URM and “Safe City” by analyzing business processes, developing additional tools for exchange of data and integrate to existing systems.

Duration of Assignment:

The duration of the contract is 60 working days from 1/11/2022 to 31/12/2022.

Tasks and Responsibilities: Under the overall supervision of the National Legal Reform Officer and Senior Programme Assistant, the successful candidate will be tasked with the following duties:

  1. Conduct needs assessments and analyze business processes;
  2. Prepare technical specifications and characteristics of possible databases;
  3. Develop electronic modules and databases;
  4. Develop and integrate backend and frontend processes;
  5. Provide trainings for the concerned authorities on usage of the database.

The Expert Consultant is responsible for the timely and professional production of project deliverables, established in Terms of Reference.

The Expert Consultant will be instructed as to the specific substance of the deliverables, to be discussed with Head of Human Dimension Department, to ensure the highest quality products possible.

The expert will be working from home and will organize necessary events and meetings at the designated places.

Necessary Qualifications:

  • Degree in computer science, programming, informatics;
  • Minimum 3 years of professional experience in the IT sphere;
  • Experience in web design, developing of electronic modules and databases;
  • Ability to work on complex projects;
  • Professional fluency in Russian with excellent communication (both oral and written) skills; professional fluency of Kyrgyz and/or English is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
