Background:

Based on a three year Co-operation Agreement and a Joint Plan of Action for 2022 between the OSCE Programme Office in Bishkek (POiB) and the National Center for Prevention of Torture of Kyrgyz Republic (NCPT), the OSCE POiB will assist the NCPT in implementation its Communication Strategy for 2021-2023. The POiB will provide expert support for the NCPT in increasing its visibility and promoting the formation of a culture of intolerance to torture and ill-treatment in society. To ensure quality of the support, the NCPT requires the services of a local specialist with proven experience in communications, journalism, public relations, social media content creation and media campaign. The local expert will work in close co-operation with the NCPT team in implementation and management of its Communication Strategy. The expert will also be engaged in the capacity building activity for the NCPT staff and provide training services on public communication when required.

Objective of Assignment:

  • Communication Strategy of the NCPT for 2021-2023 is successfully implemented.
  • Overall visibility of the NCPT in media and social media increased based on number of new subscribers on Facebook and Instagram pages, number of comments and shares under public posts of the NCPT.
  • Awareness raising on culture of intolerance to torture and ill-treatment in society is disseminated.

Duration of Assignment: 6 months (six) in the period from 16 May 2022 to 16 November 2022

Tasks and Responsibilities:

Under the supervision of the Rule of Law Officer and the National Legal Reform Officer, in close co-operation with a selected team leader, the specialist will perform the following tasks:

  1. Review and carry out assessment of the NCPT’s status in implementation of its Communication Strategy for 2021-2023.
    • Conduct assessment of the NCPT’s current activities in public relations, management of the website, and social media content;
    • Based on the assessment, develop a weekly plan for social media content, public relations and general visibility of the NCPT’s activities both in social media and website of the NCPT.
  2. Manage the NCPT’s Communication Strategy for 2021-2023 related to public relations, including organization of media campaigns around torture prevention and NCTP activities.
    • Build relationships with media coverage platforms and share necessary information;
    • Organize, schedule, and prepare NCPT staff for press interviews when required;
    • Prepare media campaigns for specific events around torture prevention such as International Day in Support of Victims of Torture, and ensure media coverage of other appropriate events in consultation with NCPT;
    • Draft press releases, case studies, and media summaries;
    • Track and analyze media coverage;
    • Measure PR program impacts using regular reporting.
  3. Manage the NCPT’s Communication Strategy for 2021-2023 related to creation of social media content and website content, including media coverage of the NCPT regular activities and its key events on national level.
    • Produce and disseminate social media content on daily basis across all available social media accounts of the NCPT in Kyrgyz and Russian languages;
    • Manage the NCPT’s website, including its regular update;
    • Pitch story ideas and content to media and NCPT website;
    • Produce and write multimedia content (posts, videos, images) for all existing social media platforms of the NCPT (Facebook, Instagram) and the website of the NCPT (www.npm.kg);
    • Identify trends and new ideas around creative formats, tools and tracking for coverage of the topics around NCPT mandate/activities, and overall torture prevention;
    • Encourage public engagement and raise awareness of public on the activities of the NCPT and around torture prevention;
    • Monitor and take actions in regards to messages, comments and requests received in social media platforms.
  4. Deliver training sessions for the NCPT staff on public and media communication.
    • Conduct assessment of the NCPT staff knowledge on media and public communication;
    • Based on assessment results, prepare relevant training sessions for NCPT capacity building on topics related to presentation of information, writing press-releases, deliver of content for social media, and communication techniques with public and media;
    • Deliver at least four training sessions for the NCPT staff on presentation of information, writing press-releases, content for social media, and communication strategies with public and media;

The specialist will work from home, in the premises of the NCPT, and the locations of the NCPT public events.

Deliverables:

  • The assessment of implementation of Communication strategy for 2021-2023 is conducted;
  • The weekly communication plan is developed on a regular basis;
  • Social media content on daily basis is disseminated across all accounts and website of the NCPT in Kyrgyz and Russian languages;
  • Relevant number of press releases, pitch stories and interviews are prepared;
  • 25 staff of the NCPT improve their skills on public communication.

Necessary Qualifications:

  • University degree in journalism, public relations, philology or any other related field;
  • At least 2 years of experience in content creation, journalism and media campaign;
  • Strong oral and written communication skills both in Russian and Kyrgyz languages;
  • Excellent understanding of social media;
  • Ability to deliver creative content (text, image and video);
  • Ability to write compelling social media stories;
  • Proven ability to develop, implement, and execute successful public relations campaigns;
  • Creativity and analytical skills;
  • Strong organization skills;
  • Proficient in Microsoft Office.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
