Background

The “Modern Parliament for a Modern Armenia” Project (MAP Project) is designed to strengthen the National Assembly of the Republic of Armenia (RA NA) in its new and fundamentally enhanced role within the governance system in carrying out its key functions - legislation, oversight, and representation. With a long-term goal of enhancing the overall effectiveness of the RA NA as a policy-making institution, the Project supports the NA in taking advantage of modern governance tools and mechanisms with a focus on improved operational quality, transparency, and inclusiveness of parliament and enhanced parliamentary capacity for gender-responsive policymaking.

The Project has a three-stage approach in addressing the enhancement of capacity, transparency, and responsiveness: (i) a catalytic stage of a needs assessment, strategic agenda-setting, and piloting of designed approaches; (ii) full-fledged implementation of the strategic agenda, tested approaches and activities; and (iii) evaluation of the implementation, policy recommendations, and Project closure.

UNDP MAP Project is supporting the RA NA to enhance its role and functions in law-making, policymaking, and oversight, in particular: enhancing capacity in law-making, policymaking, and oversight; increasing the transparency and inclusiveness of the legislature; and responding to the needs of constituents and strengthening interaction with them.

UNDP MAP Project supports the RA NA Administration and Standing Committees with research and analytical capacities, which provide for improved and informed policy making with independent research expertise. UNDP mobilizes a qualified consultancy support for the RA NA Administration in developing a road map, and an Action Plan based on the Functional Analysis of the Administration of the RA NA implemented in the frames of the MAP Project.

The objective of the assignment is to increase the efficiency and effectiveness of the RA NA Administration through modern approaches and techniques in organizational, governance and leadership, structural design (core enabling units and support and ancillary units), staffing, culture, learning and development, procedures, accountability and reporting, communication, and gender sensitivity.

UNDP seeks for a National Consultant on Developing a Road Map for the Administration of the Parliament (hereinafter referred to as a Consultant). The Consultant will provide support in preparing an Action Plan for a new organigram of the NA Administration based on the existing Functional Analysis.

Duties and Responsibilities

The consultancy shall include the following:

  • Research and analyze the ”Functional Analysis of the Administration of the RA NA” document and prepare recommendations for follow up actions and improvement thereof.
  • Conduct consultations with the Leadership of the Administration of the RA NA to discuss the scope of work and the models of organigram recommended in the Functional Analysis to support a policy decision by the RA NA Leadership on the selection of the recommended options.
  • Facilitating the validation of the provided recommendations by the RA NA Leadership.
  • Prepare a detailed organigram/structure of the RA NA Administration including the mapping of all business processes (accountability, reporting, communication, etc.) based on the model endorsed and validated by the RA NA Administration, as well as complient with acting legislation and resource frameworks.
  • Develop a gender responsive draft Roadmap (Action Plan)[1] with a time schedule and functional reform and facilitate validation by the RA NA Leadership.

3. Draft Roadmap (Action Plan) for modernizing the Administration of the NA is developed

4. Validation workshop of the draft Action Plan is condacted

Four weeks after the acceptance of the draft Roadmap

5. Final Action Plan for modernizing the Administration of the RA NA is devloped and apprved by the RA NA Administration

Three weeks after the validation of the draft Action Plan

Payment Terms and Deliverables:

The payment will be made upon successful completion of the tasks, submission, and duly acceptance of the deliverables by the UNDP country office and MAP Project team. Payment will be made in a lump sum based on submitted and approved deliverables by the UNDP MAP Project. Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner in the following installments:

  • Deliverable 1,2: 30 % of the contract amount
  • Deliverable 3: 40 % of the contract amount
  • Deliverable 4,5 30 % of the contract amount

All the deliverables shall be cleared and approved by the UNDP according to the following criteria:

  • Quality of the documents produced
  • Technical competence
  • Validation by the key stakeholders
  • Timeliness of the delivery

[1] The draft shall take into account the proposals of the FA and the Gender Equality Plan developed in the frames of the UNDP MAP Project.

Competencies

  • Excellent knowledge of the state bureaucracies and state service in the NA in particular.
  • Thorough knowledge of the hierarchical structures in democratic governance bodies.
  • Understanding of the new public management principles, including effectiveness and efficiency of business processes.
  • Good understanding of human resources principles and innovative approaches,
  • Skillful in functional reviews, analyses, and evaluation.
  • Skilled in proposing modern structural organizational models for more open, effective, efficient, and accountable public administration systems.
  • Demonstrates integrity and fairness, professional independence, and ethical standards.
  • Thinks Innovatively: offers new ideas/open to new approaches, demonstrate systemic/integrated thinking.
  • Able to communicate in a clear, concise, and unambiguous manner both through written and verbal communication.
  • Excellent skills in the use of computers and office software packages, good knowledge of spreadsheet and database packages.

Required Skills and Experience

Education:

  • Master’s Degree (or equivalent) preferably in Public Administration, Political Sciences, Economics, Law, or other related field or a combination of professional training and certification and experience in relevant areas. A first-level university degree, in conjunction with qualifying experience, is accepted in place of an Advanced University Degree.

Experience:

  • At least 10 years of work experience in public administration, reform and development·
  • At least 5 years of work experience with engagement in functional review, analysis, and reform.
  • Experience in working with government bodies, parliaments, and specifically with the National Assembly of the Republic of Armenia, is an asset·
  • Experience in providing practical advice to policymakers

Languages:

  • Written and oral fluency in English and Armenian.

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the candidate whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
