You have:
- University degree (at least Bachelor’s degree) in Journalism, Communications, International Relations, Political Sciences or other relevant field.
- Minimum three years of Public Relations, Communications, Journalism or related area.
- At least one year of experience of regional communications (in Armenia, Azerbaijan, Georgia and Moldova).
- Proven skill in drafting written communication products, such as press releases, social media posts, web stories.
- At least three years of previous experience with international organizations (and UN specifically).
- Fluency in Ukrainian, English, and Russian is required.

UNDP Istanbul Regional Hub (IRH) is implementing a joint EU&UNDP “Mayors for Economic Growth (M4EG) Facility” project. The M4EG Facility targets an existing network of more than 350 local authorities/municipalities in the Eastern Partnership countries (Armenia, Azerbaijan, Georgia, Moldova and Ukraine). The intention of the M4EG is to explore means to ‘embrace complexity’ to foster more resilient, sustainable, and attractive towns and cities through new innovative tools and approaches. In Ukraine, more than 140 local authorities re-confirmed their membership in the M4EG network after its launch in the summer of 2021. Eleven out of the 140 member cities in Ukraine were selected in the first cohort of ‘deep’ engagement under the M4EG with mentoring and seed funds through one of the following: 1) EU’s Call for Proposal (CfP), 2) the Portfolio Journey, and 3) Urban Imaginaries – reimagining city life. Spread geographically, together they illustrate the realities on the ground and the constantly evolving landscape of the war. The M4EG membership has increased in 2022, now counting 179 local authorities in Ukraine.
In this context, for the successful implementation and completion of RDP’s projects, UNDP is engaging a professional with relevant experience and track record for the position of National Consultant on Communications and Monitoring.
Duties and Responsibilities
Under the supervision of the UNDP Ukraine/Regional Development Programme Manager, the National Consultant will be responsible for the following tasks:
- Leading communications related activities of the programme/project(s), including planning and executing relevant communication strategies and plans across multiple channels at national and regional levels; prepare articles, success stories and talking points on various issues relevant to the programme/project(s) objectives; perform editing of projects reports and promotion materials and assure that projects promotion materials meet UN communications requirements; serve as a focal person and liaise with communications personnel of other projects and UNDP Country Office; convey programme/project(s) news for publication at the UNDP and M4EG project’s websites; ensure development and publication of the projects` promotion and information materials such as leaflets, brochures, newsletters, and ensure quality and timely of their production; organize interviews for various Mass Media as part of the programme/projects activities;
- Coordinate the work of relevant individual consultants contracted within the programme/project(s) for communications and/or monitoring related assignments; coordinate the production and printing agencies involved in creation of audio/video/animation/print products on the request of the programme/ projects under implementation;
- Develop and maintain system of monitoring and reporting of activities of the projects under implementation; support research, documentation, assessment studies and policy activities related with projects under implementation; assure that programme/projects information is kept updated on SharePoint and UNDP and other web-sites where necessary;
- Prepare press-announces and press-releases on the activities of the programme/ projects in both English and Ukrainian (or Russian if needed) languages for distribution to mass media; organize the press-clubs, press-tours, press-conferences, conferences and other media related events as part of the programme/projects activities;
- Participate in the training for the programme/ project personnel;
- Provide sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
1. University degree (at least Bachelor’s degree) in Journalism, Communications, International Relations, Political Sciences or other relevant field, or other relevant area;
2. Minimum three years of Public Relations, Communications, Journalism or related area;
3. At least one year of experience of regional communications (in Armenia, Azerbaijan, Georgia and Moldova).
4. Proven skill in drafting written communication products, such as press releases, social media posts, web stories. Ability to write clear and concise texts (at least 2 samples of human-centred stories developed in English and 2 websites examples set-up and/or supervised in Ukrainian and/or English by the applicant in the past).
5. At least three years of previous experience with international organizations (and UN specifically. Understanding of UN/UNDP publication requirements and writing style desirable.
6. Fluency in Ukrainian, English, and Russian is required.
