Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

How can you make a difference?

The national consultant will support the development of the Sudan National Risk Communication and Community Engagement (RCCE) Strategy, working closely with the international RCCE consultant.

Specific tasks:

Output (1): Develop a National RCCE Strategy

Output (2): Development and finalization of National RCCE supporting documents including

Expected Deliverables: Output (1)

Deliverable One: Desk review of existing strategic documents including; National RCCE strategy, National Health Policy, National Health Emergency Response Plan, Health Emergency and Disaster Risk Management Strategy for Sudan, Sudan’s National Health Sector Policy for Disaster Mitigation, in addition to various response plans including on COVID, COVAX and Polio.

Deliverable Two: Drafting a situational analysis based on the findings of the desk review.

Deliverable Three: Conduct thorough consultations with national and international RCCE partners in Sudan.

Deliverable Four: Support the international consultant in the planning and preparation of two-day endorsement workshops with the relevant stakeholders involved in risk and crisis communication in order to further develop the RCCE strategy - Planning and conceptualizing of the workshop;

- Development of methodological tools to conduct the workshop

- Moderation of the workshop

- Documentation of the results

- Standard Operating Procedures (SOPs)

- Training Modules

- Monitoring and Evaluation Plan

- Other essential documents needed for the effective operationalization of the National RCCE Strategy

To qualify as an advocate for every child you will have…

* Master’s degree in public health, communications, social sciences, anthropology or related field.

* A minimum of 3 years of experience of drafting national RCCE strategies and/or guidelines

  • Experience in risk communication and community engagement particularly with regards to disease outbreak responses and emergencies

  • The consultant should have experience of working within the UN system, with partner organizations and government agencies. Experience working with the Federal Ministry of Health is an asset

  • Fluency in written and spoken English and Arabic language.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
