Under the supervision of Social Policy Specialist (Adaptive Social Protection), the consultant will conduct a final results assessment with reference to the final implementation of the programe of covid19 Multi Partner Trust Fund (MPTF). The assessment will primarily refer to outcome and output level indicators laid out in the Program Document (ProDoc). In addition, the consultant is expected to conduct a quantitative and qualitative impact assessment of the program interventions. This evaluation will also offer insights into the UN country Socio – Economic Response Plan (SERP); insights into how and when to shift from Covid-19 crisis/development programming to regular programming through the cooperation frameworks; and any lessons learned that can support knowledge-sharing across the UN system.

How can you make a difference?

In summary, the assessment will cover three major results frameworks:

1. Outcome Indicators. Scope of assessment: • Outcome analysis through assessing the indicated baseline and targets based on the means of verification to determine the extent to which the actual results align with or deviate from the targets set at baseline. • Formulate policy recommendations to GoI for improving the social protection system to respond to the pandemic and/or other crises.

2. Output Indicators. Scope of assessment: • Output analysis through assessing the indicated baseline and targets based on the means of verification to determine the extent to which the actual results align with or deviate from the targets set at baseline. • Comprehensive analysis based on proven methodology to assess the impact of the COVID-19 MPTF program on poverty (or people’s welfare or long term human capital quality) and the social protection response.

3. Quantitative and Qualitative Impact Assessment of program interventions • What are the key factors that enabled or hindered the achievement of the results? • To what extent did the program interventions influence the achievement of the results? • What are the lessons learned from the use of these approaches in contributing to the results? • How can MPTF programs improve the inclusiveness of social protection programs, especially for vulnerable groups? • Recommendation of best practices that can be replicated or scaled up at national level based on impact evaluation

The consultant will use quantitative and qualitative methods for data collection, processing and analysis. For quantitative method, the consultant is expected to analyse the baseline and targets for outcome and output indicators i.e.: number of social welfare workers/village cadres with increased capacity of social protection response, number of coordinating mechanisms established under the covid-19 taskforces with increased capacity, etc. The qualitative methods for data collection may include document reviews, key informant interviews, Focus Group Discussions (FGD), and participatory observation.

For the purpose of data collection and analysis for the qualitative impact assessment, the consultant will work not only with the Participated UN Organizations on COVID-19 MPTF (UNICEF, UNDP, WFP, UN WOMEN) but also with different stakeholders such as

1. Government partners of COVID-19 MPTF mainly but not limited to: BAPPENAS, Ministry of Social Affairs, Ministry of Village and Disadvantage Regions, Ministry of Women’s Empowerment and Child Protection (MoWECP), Ministry of Agriculture. 2. Implementing partners of the COVID-19 MPTF (University, Research Institute, Non-Government Organizations (NGOs)

Work Assignments and Outputs: 1.Developing Methodology and Instruments for Final Results Assessment: - First presentation on Methodology and Workplan to receive input from PUNOs - Development of methodology , research plan and outline for the report. Outputs: Approved methodology and workplan for Final Results Assessment 2. Data Collection and Preliminary Analysis of Final Results Assessment - Data collection through qualitative and quantitative methods: - Writing of draft report - Final Presentation. Output: Draft of Report and Final Presentation 3. Preparing final report to be approved. Output: Finalized Report

To qualify as an advocate for every child you will have…

- Minimum post-graduate (Masters) degree &/ PhD in international development, public administration, management, or other related science field. - Strong knowledge and experience in monitoring and evaluation with 5 (or 10 years for Master’s Degree holders) years of proven progressive experience on Program Monitoring and Evaluation. - Demonstrated experience in analyzing and managing quantitative and qualitative data. - Familiarity with the government program and policy is strongly an asset. - Strong attention to consistency, detail and quality. - Ability to write high quality, clear and concise report. - Strong analytical, reporting, presentation and writing skills; - Ability to manage heavy workloads and solve complex problems with minimum supervision. - Good interpersonal and communication skills. - Flexibility and experience in working remotely. - Fluent Bahasa Indonesia and English for drafting reports and communication with government counterparts and international staff respectively
