Program Overview

WRI Indonesia supports Indonesia’s policymakers in creating frameworks to unlock and access climate financing. By equipping national and subnational actors with the skills and tools to structure blended financing, the WRI Indonesia Energy and Climate programs aims to ensure the implementation of energy projects that promote renewable energy and energy efficiency for both nascent and mature technologies. This ensures that innovative energy solutions can be funded and scaled, which is essential for promoting new technologies in renewable energy and improving energy infrastructure.

Additionally, developing and overseeing finance strategies for urban infrastructure aligns with the WRI Cities Program’s goal of creating livable, resilient, and sustainable cities. Mobilizing private capital for green projects is crucial for urban redevelopment and the implementation of smart city initiatives. Facilitating private sector involvement in low carbon technologies and new business models supports the Cities Program by promoting private investments in urban sustainability projects. This collaboration can lead to significant advancements in urban planning and development.

Job Highlight

The Senior Infrastructure Finance Specialist will lead WRI Indonesia’s efforts in developing and implementing financial strategies for sustainable infrastructure projects. This role involves conducting risk assessments, financial modeling, and engaging with stakeholders to mobilize private capital for green projects. The specialist will work closely with cross-functional teams to ensure the successful delivery of impactful infrastructure solutions.

Specifically, the Senior Infrastructure Finance Specialist will help:

  • Develop and oversee finance strategies for sustainable infrastructure projects, focusing on public-private partnerships and green finance.
  • Conduct risk assessments, financial modeling, and provide strategic financial advice to stakeholders.
  • Lead thematic and sectoral evaluations, policy research, and strategic planning for infrastructure projects.
  • Manage stakeholders’ relationships and engage with government agencies, private sector partners, and NGOs to promote sustainable development initiatives.
  • Mentor and guide a team of professionals, ensuring high-quality project delivery and adherence to WRI Indonesia’s strategic goals.
  • Collaborate with stakeholders to drive innovative and impactful infrastructure projects.

This position is based in Jakarta and will directly report to both the Director of Climate, Energy, Cities and the Ocean and will work closely with the Director of Food, Land and Water of WRI Indonesia.

What You Will Do

Unlocking Low Carbon Financing (70%)

  • Build a skeletal framework to assist national and subnational actors in obtaining infrastructure financing mechanisms. This will support the integration of new innovations and technologies into sustainable infrastructure projects.
  • Develop workable financing models for new infrastructure projects, ensuring they are viable, sustainable, and scalable.
  • Provide expertise to help stakeholders unlock low carbon financing for new green projects in Indonesia, addressing the growing demand for sustainable solutions.
  • Develop special mechanisms to unlock green funding for technologies and low carbon solutions, from nascent stages to maturity.
  • Analyze and understand green financing roadblocks to design effective strategies for overcoming them.
  • Maintain and assisting to foster networks of policymakers, government officials, private sectors, NGOs, and other development partners that shared the vision of climate finance
  • Collaborate and connect with government agencies, financial institutions, investors, and other stakeholders to secure potential funding and financing partnerships.

Capacity Building & Business Development (30%)

  • Address the lack of capacity among national and subnational policymakers by providing expertise and training on structuring infrastructure financing. This includes blending public, private, and development financing to create robust financial strategies.
  • Aid private key states and non-states-actors’ entities that lead industrial decarbonization and implement new business models and low carbon technologies. Develop and facilitate financing solutions that support these pioneering efforts.
  • Work on cross-thematic issues at WRI Indonesia, ensuring cohesive and integrated approaches to sustainable development.
  • In coordination with WRI Indonesia communications team for any communications-related products and events
  • Proactively participate in the business development process of new opportunities and initiatives

What You Will Need

Required qualifications:

  • Advanced degree in finance, economics, or a related field.
  • Minimum of 6 years of experience in infrastructure finance, with a strong background in public-private partnerships and green finance.
  • Proven expertise in financial modeling, risk assessment, and strategic financial management.
  • Strong analytical skills, with experience in economic modeling and policy evaluation.
  • Excellent communication and stakeholder engagement skills.
  • Demonstrated leadership and team management capabilities.
  • Commitment to sustainable development and knowledge of environmental and social governance (ESG) criteria.
  • Knowledge of infrastructure industry trends, financial markets, and regulatory frameworks.
  • Strong understanding of infrastructure issues and the interrelated linkage that co-exists with climate change, governance, and greenhouse gas emissions,
  • Ability to apply research techniques to identify key decision makers, thought leaders, and influencers.
  • Experience in maintaining a strong and healthy external database of networks with information on key decision maker’s interest and preferences.
  • Being outspoken in delivering opinions, judgments, or creative ideas
  • Strong analytical skills and knowledge with the audacity to carry out independent analysis and draft the results into knowledge and/or communications products
  • Self-motivated and able to work independently and as a team player,
  • Business proficiency Bahasa Indonesia and English on both written and verbal communications
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Legally able to work in Indonesia

Preferred qualifications:

Having experience working with asset management and/or infrastructure finance organizations focused on developing countries

Contract Arrangement

Full-time with fixed-term employment agreement for up 9 (nine) months with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.

Must have authorization to work in Indonesia to be eligible for this position.
