Result of Service - Timely follow-up of dynamics and needs from the field. - Chief of FCO and FCO team members are dully and regularly informed of operational and substantive issues in the field. - Effective and regular liaison and interaction with colleagues in the field and HQ on operational and substantive matters. - Hiring processes of field personnel are conducted in a timely manner. - Timely processing and following-up of assigned work, seeking advice from and/or reporting to supervisor as needed.

Duties and Responsibilities Within delegated authority, the Consultant will be responsible for the following duties: - Provides substantive and practical support to the Chief of Field Coordination Office (FCO) in implementing the Mission’s mandate. - Keeps the Chief of FCO and members of the FCO team informed on all matters requiring their attention and action, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up as directed. - Develops and maintains collaborative relationships with mission components, and field offices, on substantive and operational matters. - Identifies, analyses, and monitors political and operational developments and emerging issues with respect to the implementation of the UNVMC’s mandate and the field offices. - Coordinates/drafts summary and analytical reports including, but not limited to, presentations, situation reports, briefing notes, notes to the file, and talking points as required. - Serves as Desk Officer for Regional Offices. - Coordinates with the other sections and components of the Mission to ensure that regional and local teams, have the necessary tools to carry out their functions of political representation of the Mission. - Proposes discussions on policy, directives and guidelines that affect the field teams. - Supports FCO’s timely and strategic recruitment and deployment of personnel to field offices, as well as pertinent recommendations on hiring decisions and team’s composition. - Sporadic visits to the field to follow up on the dynamics and context of the teams and to collect information or data on issues or situations to coordinate with the mission components. - Coordinates/drafts correspondence for the Chief of FCO’s signature. - Performs other relevant duties as requested.

Qualifications/special skills Advanced university degree (Master's degree or equivalent) in Social Sciences, Political Science, Law, Management or Development, or a related field is required.

A first-level university degree and two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of two (2) years of political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience and knowledge related to supporting strategic planning of field team composition and management of field offices is required.

Experience working in support of the Colombia peace agreement is desirable.

Experience in recruitment processes and policy is required.

Knowledge of the UN rules and regulations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
