Following the successful deinstitutionalization of children from the large-scale institutions, UNICEF provides continuous support in the process of further strengthening the child-care system, with focus on the foster and kinship care. In that process, the Government redirected resources including for the establishment of two foster care support centers (FCSC), the first one being established in July 2021. As regulated by the Social Protection Law from 2019, the FCSC have responsibility in promoting the family foster care service, evaluate and educate future foster families, and observe and provide support to the existing foster families. In order to support the Ministry of Labor and Social Policy and the Foster Care Support Centers to promote the foster care, ensure relevant information is available to increase the understanding of the child care system and the needs of the children in the care system, and eventually to reach out to more potential foster families, UNICEF is looking for IT professionals to design and develop a webpage and create of facebook pages for the Foster Care Support Centers (FCSC) in Skopje and Bitola.

How can you make a difference?

Purpose and objectives of the Individual Consultancy

In coordination with IT professional from MoLSP and UNICEF Child Protection Officer, the engaged professional will be tasked to provide support through the following tasks:

1. Design and develop a multilingual website www.zgrizuvanje.gov.mk (in Macedonian, Albanian and English) for the Foster Care Support Center in Skopje and Bitola, including: Creation, Testing, Acceptance, Removing bugs, SEO and security plug-ins, Domain and hosting

As the owner of the website will be MoLSP, the professional will receive the necessary documentation for registering domain and hosting for a duration of two (2) years, and all necessary content materials to be displayed. The webpage should be simple and easy to navigate and should contain the following information: Home (Mission and Vision); About Us; Who we are; What we do; What is Foster Care; Types; Financial benefits; How do I become a foster carer; Competencies; Documents; Recruitment; Training; FAQ; News; Contact

2. Development a user manual and two two-day trainings (one in Bitola and one in Skopje) to the support staff to perform content upload, system maintenance and administration.

3. Provision of guaranteed administrative and technical support and maintenance in the period of 2 months and Source code handover to IT professionals at MoLSP.

4. Creation of facebook pages for the Foster Care Support Center in Skopje and Bitola by using materials from the dedicated webpages

Work Assignment Overview/Deliverables:

1. Webpage for Foster Care Support Centers in Bitola and Skopje designed and developed

- Participate in consultative meeting with IT professionals from MoLSP and UNICEF Child Protection Officer

- Provide domain and hosting with the document Current state from the State Registry acquired from MoLSP (MoLSP will provide the necessary documentation for registering domain and hosting)

- Organize meetings with UNICEF Child Protection Officer for acquiring the necessary content and consulting on the web design

- Create the webpage and provide testing, acceptance, removing bugs and SEO and security plug-ins

2. User manual developed and in-person training of professionals conducted

- Create a user manual with screenshots and clear instructions on how to maintain and add content to the webpage for professionals from Foster Care Support Centers

- Organize two two-day in-person trainings for selected professionals working at the Foster Care Support Centers: one in Bitola and one in Skopje on how to use the user manual

3. Facebook pages for Foster Care Support Centers Bitola and Skopje created

- In consultation with UNICEF Child Protection Officer and Foster Care Support Centres, create two facebook pages: one for Bitola and one for Skopje

- Fill the content of the Facebook pages using the materials provided for the creation of the webpages

To qualify as an advocate for every child you will have…

  • Completed high school with portfolio-proven experience in webpage design and development
  • Knowledge of Macedonian Language. Knowledge of other local language(s) is an asset. Good knowledge of English language.
  • Practical experience in hands-on training delivery will be considered an asset
  • Applicant must have capacity to work flexibly with short deadlines during peak periods as required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
