How can you make a difference?

Under the supervision of Chief C4D and in close coordination with members of the technical groups from UNICEF (staff of T4D, C4D, Social Policy, Communication, Child Protection, Education, Health and PM&E Sections), UNFPA and the Ministry of Youth, the consultant will provide technical support to the management of the U-Report platform to promote adolescents and youth engagement and peer counselling.

The objectives are:

  • Provide technical support for the management of the Angola U-Report platforms (Rapid pro and Partners Page), ensuring coordination with key stakeholders, providing data analysis and regular reporting services
  • Support in the update of the promotional plan with a focus on expanding the number of young people enrolled and participating in the platform
  • Support the translation of youth feedbacks collected through U-report into advocacy initiatives and strategic and operational program adaptation
  • Support the office in drafting a sustainability and scale-up plan, as well as the adaptation of U-Report for other programmatic purposes.
  1. Activities :

The consultant will take up and complete the following activities and tasks during the assignment, in line with the above objectives:

Management, data analysis and polling:

  • Support overall coordination and monitoring of the different components of U-report Angola initiative (ICT, communication, youth engagement, counselling, etc.)
  • Provide technical support to the regular work related to the U-REPORT platform (maintenance of Rapid Pro, Partners Page and the U-REPORT website, profiling of users, labelling messages)
  • Draft monthly SMS campaigns to be sent through the U-REPORT platform covering COVID-19, sexual and reproductive health, HIV prevention, child marriage, violence prevention and response, nutrition, education, skills and employment, etc.
  • Analyse poll results, and draft monthly reports on the U-REPORT/U-report polls to be submitted to partners
  • Provide technical support to peer counsellors through tips to improve their response rate in terms of quantity and quality.
  • Develop a monitoring dashboard of youth’s feedbacks and actions taken such as messaging or advocacy initiatives for humanitarian/development program adjustment
  • Participate in different webinars being organized by UNICEF HQ and Regional office to update, provide feedback and exchange good practices and experiences in the U-Report initiative

Promotional plan and documentation:

  • Update and support implementation of a promotional plan, with suggestions for rolling out and optimizing a multi-channel advertising campaign
  • Provide specific support to the promotion of the utilization of U-Report by youth in Cazenga Municipality, including the implementation of a communication plan, in the framework of the joint UNICEF – UNDP project on Youth Employment and Skills. Social mobilization for increased use of U-report through youth networks, and education institutions, namely technical and vocational training centres, accelerated learning classes and secondary technical education, from among others
  • Work with external communication partners to harmonize and/or coordinate messages to improve the use of U-Report by communities and partners
  • Produce at least ten web stories (one per month) using the data from the U-REPORT polls and/or from the feedback shared by users in the U-Partners Page
  • Provide support to the technical group by drafting concept notes, programme briefs, donor reports on the U-REPORT initiative
  • Contribute to the development of partnerships with youth networks such as the scouts to expand the use of the U-REPORT platform

Sustainability plan and adaptation:

  • Draft a business plan proposal to identify the future needs in terms of SMS, number of counsellors and trainings, depending on the number of adolescents and young people reached
  • Produce at least two draft fundraising proposals to scale up the U-REPORT programme
  • Produce other draft documents related to U-REPORT as required by the evolution of the project (programme briefs, donor reports) and in coordination with other relevant initiatives such as the joint UNICEF – UNDP project on Youth Employment and Skills.
  1. Work relationships: Under the supervision of the Chief C4D, the individual consultant will work in close collaboration with all the U-REPORT programme partners producing reports, weekly polls and managing the U-REPORT platform (Rapid Pro and Partners Page). The consultant will liaise with the members of the technical groups participating in all U-Report meetings and providing inputs as required. The consultant will also support the roll out of Rapid Pro in close collaboration with ICT UNICEF team.

To qualify as an advocate for every child you will have…

  • A Bachelor’s degree in a relevant field such as IT, communications, international relations, sociology, or a similar field
  • A minimum of 2 years of relevant work experience in partnership development, youth engagement and youth outreach
  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills. Demonstrated data management and analysis, monitoring and ICT skills; experience of developing communication plans, sustainability and scale up plans, and advocacy materials.
  • Fluency in written and spoken Portuguese and English required.

It is highly recommended that the consultant has:

  • Previous working experience with U-Report (Rapid Pro and Partners Page) or similar projects
  • Prior working experience in international development programmes, desirable in the UN system
  • Experience with a high-level communications campaign across multiple mediums, with national brand recognition
  • Experience giving user-based feedback to the development of software applications
  • Understanding of community-based channels of influence, community-based communication and development
  • Experience working with community-based organizations
  • Experience in fundraising proposal writing; Experience with monitoring of projects with multi partner engagement.

Remarks:

Duty Station: The consultant will be based in Luanda and working from UNICEF Angola Office premises or from home as per office’s decision on return to office

Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.

Contract Duration****: 11.5 months
