The United Nations Development Programme (UNDP) in Angola is currently implementing its Country Programme (CPD) for the period of 2024 – 2027, which is based on the premise of ‘leaving no one behind’ and ‘reaching those furthest behind first’. The programme includes integrated solutions to complex, interconnected development challenges. These challenges are currently being addressed through three complementary priorities: 1. Inclusive, diversified and sustainable economic diversification. 2. Equitable access to quality social services. 3. Strengthened management of environmental and natural resources, and resilience to disasters and climate change. 4. Effective and inclusive democratic governance anchored in human rights and promoting peace and security.

Accounting for the integration of these priorities, UNDP Angola is designing Kurima “Embracing the Transformation of Rural Economies", a project that aims to transform selected rural communities through enhanced access to off-grid solar energy, skills development for resilient agriculture, and better access to business and financial and digital services, with a priority on female-led businesses.

Within the delegated authority and under the supervision of the Programme Specialist (Inclusive Growth) or his/her designated mandated representative(s), the Communication and Advocacy Specialist will:

• Coordination with UNDP Country Office Communications Unit for the creation of timely content for UNDP's social media and relevant digital platforms. • Support the implementation of communication and promotion strategies for UNDP Kurima Project. • Design of communication, informational and promotional materials inherent to the implementation Kurima Project. • Support the preparation of Country Office communication products, including blogs, press releases and newsletters. • Assistance to the programmatic units with media coverage including the production of live transmissions, as well as social platforms (such as Twitter, LinkedIn, Facebook, YouTube, etc.). • Develop communication campaigns for the knowledge management agenda, investigation and training agenda or any other significant events, including key messages, media package, materials for social media, etc.; • Contributions, content development, coordination of production, including filming and editing of video content of the work and results of the implementation. • Dissemination of information, storytelling, and publications; attendance at public events, press conferences, briefings, interviews. • Promotion and maintenance of public information campaigns on UN Observance Days, including UNDP global campaigns, Sustainable Development Goals and Country Office related initiatives. • Collect human stories and lessons learned from the field missions, for internal and external UNDP newsletters and media; • Support to the implementation of communication and advocacy strategies, following UNDP corporate publication policies. • Facilitation of knowledge creation and sharing. • Logistical support to the organization of activities, trainings, and workshops. and events. • Maintenance of the database of counterparts, partners, information/videos, and photo library. • Manage and maintain UNDP's website, ensuring the platform remains up-to-date • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Improved the organization’s presence and interaction on social platforms. • Increased accessibility to agricultural knowledge through visual content. • Expanded outreach for UNDP's rural economic initiatives. • Developed impactful content showcasing UNDP's rural impact. • Improved dissemination of relevant information on sustainable agriculture. • Strengthened collaboration with local partners for rural development and gender empowerment. • Increased production and dissemination of content on UNDP programs in Angola • Produced qualitative content for UNDP visibility.

Experience working in the UN system or other international development organizations would be an added advantage.

Other desired/mandatory required technical knowledge:

• Excellent written and verbal communication skills, with the ability to craft compelling messages for diverse audiences. • Proficiency in drafting, formulation, and reporting. • Accuracy and professionalism in document production and editing. • Strong interpersonal skills, cultural sensitivity, and ability to work inclusively. • Familiarity with communications for development tools and approaches. • Ability to adapt and work effectively in challenging environments. • Computer literacy with Microsoft Office applications and database management. • Self-motivated with the ability to work under minimal supervision and tight deadlines. • Sound security awareness. • Interest in communication, volunteerism, and the UN system. • Ability to communicate with respect, tact, and diplomacy. • Thorough knowledge of online dissemination principles and social media mechanisms. • Understanding of the impact of communications on organization reputation and success. • Have affinity with or interest in communication, volunteerism as a mechanism for durable development and the UN system.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

The contract lasts for the period indicated above with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to the duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities, and normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
