Background

I. Organizational context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls and the empowerment of women. It works globally with an eye toward the 2030 deadline to achieve the Sustainable Development Goals (SDGs) and to make it a reality for women and girls and stands behind women’s equal participation in all aspects of life. The Entity engages with Member States through awareness-raising and advocacy and facilitates alliance-building and partnerships. UN Women contributes to the implementation of norms and standards through its country programmes, aligned to national contexts and priorities.

In Brazil, UN Women works focusing on three strategic priorities:

  • Women lead, participate in and benefit equally from governance systems.
  • Women have income security, decent work and economic autonomy.
  • All women and girls live a life free from all forms of violence.

II. Background

Under the strategic priority of Ending Violence against Women and Girls, UN Women in Brazil implements innovative prevention and response strategies to end violence against women and girls, in collaboration with strategic partners and civil society organizations. In the prevention pillar, the main strategy is based on the empowerment of girls through sports and early warning and self-protection against threats and violence against women defenders of human rights.

The Project Leveraging sports for gender equality, human rights, and life free of violence, funded by the International Olympic Committee, aims at harnessing the power of sport to promote gender equality inside and outside the playing field.

Women and girls, in all their diversity, have an extraordinary potential and capacity to contribute to the relevance and lasting success of sport, which often remains untapped due to the structural barriers, as well as the limited capacity and opportunities for women’s meaningful participation.

UN Women seeks, through the project, to empower girls and young women by building their capacities and skills to articulate their needs and advocate for them with national and sub-national governments, Parliaments and sports and non-sport institutions.

On the other hand, the project also aims at increasing knowledge and capacities of State institutions, organizations from the sport and social ecosystem, and the media to strengthen their accountability for gender equality and human rights in policies, planning and budgeting. The project also includes a strong intra and cross-regional knowledge sharing component, that will enable the exchange of knowledge and best-practices on gender and sport produced by UN Women in Latina America and the Caribbean and the Asia and the Pacific regions.

Duties and Responsibilities

III. Consultancy objective

The objective of the "National Consultancy to provide technical and knowledge production support for the Project 'Leveraging sports for gender equality, human rights and life free of violence" is analyse, identify and synthesize the good practices in advancing gender equality and elimination of violence in and through sports, including in UN Women, through technical assistance, research, and knowledge systematization and production or the Project “Leveraging sports for gender equality, human rights and life free of violence”.

As part of the consultancy, it is expected that the consultant produces at least 5 knowledge products (i.e. training materials, brochures, toolkits, reports, and calls to action), with a focus on good practices related to gender and sports and formulation of proposals that integrate initiatives to promote gender equality and preventing and responding to gender-based violence through sports.

IV. Scope

Under the overall guidance of the UN Women Deputy Representative and direct supervision by the Project Manager, the National Consultant will implement the following tasks/activities:

  1. Analyze and synthesize knowledge, innovative tools, and good practices to promote gender equality through sport in Latin America and Asia and the Pacific regions.
  2. Create a toolkit for organizations to implement sport-based programmes with a gender perspective based on best practices and tools identified in item 1.
  3. Provide technical support and inputs in conceiving intra and cross-regional dialogues and meetings with the project partners, beneficiaries, and stakeholders, including the production of training materials.
  4. Provide technical support and inputs in conceiving a call to action to sport and non-sport institutions to adhere to the Sport for Generation Equality principles.
  5. Provide support for the quality assurance process of Knowledge Products in line with the UN Women Knowledge Management Policy and Procedure, offering technical inputs, making recommendations and/or changes in compliance with UN Women Guidance Note on Developing Knowledge Products, under the guidance of UN Women team.
  6. Provide inputs and technical support for engagement with strategic alliances and for resource mobilization efforts in gender equality and girls’ empowerment promotion through sports and on prevention of violence against women and girls.

V. Contract Execution Arrangements

Payments for the services will be made after the delivery of each product established in the table above upon certification of a satisfactory performance by UN Women in accordance with the established schedule. Payments will be processed within 10 business days of final product approval and submission of the signed Certificate of Payment form.

When processing the last payment, it must be accompanied by the Consultant Performance Evaluation.

The SSA establishes that the remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits. Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness. The medical coverage should be international when the contract requires missions or international assignment.

If selected for this post, proof of medical coverage should be presented within the first two months of the contract.

If travel is required, prior to going on mission consultants/individual contractors should be requested to provide a signed “Statement of good health” to confirm their insurance coverage and inoculations in line with paragraph 5.24.1 in the SSA Policy.

No travel is contemplated for the development of the consultancy; however, if travel and/or transfers are required, the costs will be covered by the consultant, following the Organization's current rates for such purposes.

VI. Inputs

The Consultant is expected to work remotely during the assignment on an intermittent basis, as required by her/his supervisor. The Consultant is expected to work using her/his own computer remotely and be available for the presential/virtual meetings with UN Women when required. The consultant may access UN Women Office to use printer or scanner upon agreement with the supervisor.

UN Women will provide the Consultant with background materials related to the assignment, logistical and coordination support for the organization of meetings with key stakeholders and partners.

VII. Performance monitoring and evaluation

The work and performance of a consultant or individual subscriber will be evaluated and monitored by the Supervisor on a regular basis to ensure the contractual obligations have been fully met. The consultant will maintain permanent coordination with her/his supervisor to execute and develop the products requested by this consultancy effectively. S/he will also provide information as requested within the framework of the terms of reference.

Performance indicators

Consultant’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the supervisor which will also be the basis for payment on a delivery-by-delivery basis to the Consultant.

For the applicant to be considered, applicants must meet the following qualifications and requirements:

Education

  • Bachelor’s degree in Social Science, International Relations, Human Rights, or other related areas is mandatory.
  • Postgraduate studies and/or specializations in Social Science, Development Studies Gender Studies, Human Rights, or other related areas is mandatory.
  • Knowledge on Results Based Management is desirable.

Professional Experience

  • At least 3 years of experience in the preparation of knowledge products, and reports on gender (research reports, concept notes, technical sheets, briefing notes, presentations, etc.) (mandatory)
  • Previous experience with sports for development and women's and girls' empowerment (desirable).
  • Previous experience with United Nations Agencies and/or International Organizations (desirable).

Management:

  • Ability to perform a variety of specialized tasks related to results-based management, including support to program design, planning and implementation, data management and reporting.

Languages and other skills:

  • Fluency in English (oral and written), working knowledge in Portuguese is mandatory.
  • Working knowledge in Spanish is desirable.

X. Evaluation of Applicants

For the selection process, the evaluation committee will carry out a technical evaluation of qualifications (70%) and the evaluation of financial proposals (30%) based on established requirements and criteria.

The award of the contract should be made to the individuals whose application has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria (mandatory and desirable):
