Org. Setting and Reporting This position is located in the Movement Control Section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), with duty station, Bamako. The Chief of Section, Movement Control, will report to the Chief Supply Chain Management in Mission Support Division.

Responsibilities Within delegated authority, the Chief of Section, Movement Control (MovCon), will carry out the following duties: •Oversee all activities related to the movement of cargo and personnel in the mission by air, land and sea through an integrated Joint Movement Coordination Centre (JMCC), which has aviation, MovCon and transport planning experts. •Provide guidance and technical advice in all aspects of transportation, including goods requiring special handling as well as the repair of transport assets. •Advise Military/Police Contingents on all movement related matters. •Plan and coordinate the movement of Military/Police Contingent personnel and cargo, as well as UN cargo, using all practical means of transport. •Oversee Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regular scheduled flights. •Ensure safe, efficient and economical movement support is provided to meet operational and administrative requirements of the mission. •Develop Standard Operating Procedures (SOPs) and make recommendations for risk reductions and quality/cost improvements. •Establish performance standards; improve the overall service quality/operational standards. •Develop long term plans and scheduling of the workload. •Oversee staff in the provision of professional movement control for personnel and freight. •Plan, guide, supervise and evaluate the personnel of MovCon Section. Manage the allocation and rotation of appropriate work assignments. •Manages all civilian, military and police in MovCon assigned to him/her throughout the mission area. Evaluates staff performance, interviews/evaluates candidates for job openings. •Oversee the development of training and career plans. •Develop Movement Contingency Plans (for example, a mission evacuation plan). •Conduct reconnaissance and prepare reports on suitability of use of routes, staging areas, ports, airfields, road, and rail transshipment points as and when required. •Coordinate with UNHQ, GSC and TMICCC as well as with other UN agencies, NGOs, Government Agencies for movement related matters. •Oversees budget preparation for MovCon Section. •Assumes certifying officer responsibilities when assigned. •Prepare Scopes of Work for commercial transportation, customs clearance and freight forwarding services, prepare technical evaluations in response to bids for these services, monitor the performance of the contractor throughout the contract(s), monitor the expenditures under such contract(s) and write Contractor Performance Reports. •Conduct reconnaissance and prepare reports on suitability of use of routes, staging areas, ports, airfields, road and rail transshipment points as and when required. •Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) preferably in business administration, economics or transport management or logistics or supply chain management. A first level university degree with a relevant combination of education, professional training, certification in multi-modal transport operations, and two (2) additional year of work experience in multi-modal transportation related occupation, may be accepted in lieu of the advance university degree.

Work Experience At least 10 years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, operations and supply chain management or a related field is required.

At least six years of experience delivering movements support in deployed operational environments or field missions, of which at least four years at managerial level is desirable.

Experience in planning and supporting large scale transport or logistical operations is desirable.

Demonstrated experience in budget preparation and execution is desirable.

Umoja SAP supply relations management (SRM) and International Public Sector Accounting Standards (IPSAS) is desirable.

Languages English and French are the working language of UN Secretariat. For the position advertised, fluency in English is required. A working knowledge of French is desirable.
