- Experience in using IATA and/or IMO rules and procedures for transporting dangerous goods is required.
- Experience in international operations in a post-conflict environment is desirable.
- Fluency in English (both oral and written) is required.
- A working knowledge of French is desirable.
Contract
This is a FS-4 contract. This kind of contract is known as Field Service. It usually requires 6 years of experience, depending on education. More about FS-4 contracts and their salaries.
Org. Setting and Reporting
The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) at Bamako. The incumbent is responsible for the provision of movement control services in support of activities of a field mission in accordance with the functional responsibilities of the Joint Movement Control Centre (JMCC), or the Passenger Booking Unit, or the Cargo Warehouse, or the Inbound Coordination Unit or the Airfield/Air Terminal/Transport Movement Control Office; participation in the development of the field mission movement control liquidation plans; participation in the development of budget proposals for movement control services within a field mission. The incumbent reports to the Chief Joint Movement Control Centre (JMCC).
Responsibilities
Within delegated authority, the Movement Control Assistant, FS-4, will be responsible for the following duties: Joint Movement Control Centre duties/Passenger Booking duties: • Receives customer requests through Movement of Personnel (MOP) and cargo Movement Request (CMR) Forms for transportation of passengers and cargo (Including dangerous goods requiring special handling) within and or outside a field mission. • Assists in planning and scheduling the movement of passengers and cargo from military and police units provided by Troop/Police Contributing Countries. • Prepares Task Orders, verifies invoices, and participates in performance evaluation of Inland Transportation contracts. Assists in determining the most efficient and cost-effective modes of transport for passengers and cargo (Including dangerous goods requiring special handling) within and/or outside a field mission. • Coordinates required transportation activities with the Aviation and Transport Units/Sections and/or commercial transportation service providers. • Liaises with other UN units/sections, non-government and government organizations, and intergovernmental agencies on immigration and customs matters. • Assists in analyzing projected passenger and cargo flows to estimate required resources. • Records statistical data on the movement of passengers and cargo (Including dangerous goods requiring special handling) within and/or outside a field mission. • Monitors contracts for the provision of transport support and evaluates vendor's performance in coordination with the Contracts Management and/or the Procurement Unit/Section. Cargo Warehouse duties: • Receives excess personal luggage and cargo (including dangerous goods requiring special handling) from customers. • Prepares luggage and cargo for transportation (weighting, plastic wrapping, labeling, etc.) in accordance with required destinations. • Coordinates the transportation arrangements to the embarkation facility. Airfield/Terminal/Transport Movement Control Office duties: • Supervises a team passenger clerks, and cargo handlers. • Coordinates the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations, and applicable safety procedures. • Complies with passenger and cargo manifests and communicates them to aircrew, surface and transport personnel. • Monitors that aircraft and vehicles are loaded in accordance with passenger and cargo manifest. • Briefs passengers on schedules, routes, timing, and safety requirements. • Conducts check-in and check-out activities for outgoing and incoming passengers and cargo. • Participates in the integrated search and rescue operations for the UN assets and other assets upon request and coordinates the availability and operational readiness of the required personnel and equipment. Administration and other duties: • Participates in preparing Note Verbale for Rotation and Repatriation of troops, UNOE, COE, and chartered flights. • Follows up with Mission and Governmental entities to approve the Note Verbale document for Troops and COE Rotation and Repatriation. • Maintains the electronic databases in accordance with the established procedures and deadlines. • Monitors that appropriate reference documents are current, readily available, and accessible to all relevant personnel. • Participates in developing the lessons learned and best practices for the related movement control activities. • Participates in developing budget proposals for the mission's movement control operations. • Participates in preparing operational plans, performance reports, and responses to internal and external audit observations. • Participates in developing technical specifications for goods and services and provides inputs to the responses to bids and evaluations to ensure that the vendor's proposal meets technical requirements. • Conducts inventories and annual physical checks of relevant facilities and equipment Inbound Delivery Coordination duties: • Drafts Shopping cart for freight using UMOJA and SRM for goods purchase Order. • Coordinates with the Procurement section on the status of Freight PO and update clients. • Prepares a weekly report on freight shopping carts for the supervisor. Performs other related duties as required.

• This position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024.
