The organizational objective of the Movement Control Section (MOVCON) is to maintain a structure capable of efficient management for discharging movement and transportation roles in a timely manner with minimum expenditure through the economical utilization of movement and transportation resources. Movement Control Section is the central agency for the management and administration of movement and transportation operations. In respect to this role, MOVCON is responsible for:

• The planning, organizing, coordinating and monitoring the movement of personnel and the physical distribution of supplies, material and equipment within, to and from the Mission Area by the most effective and economical means possible; • The development of systems and infrastructure to facilitate the efficient and cost-effective movement of personnel and the physical distribution of supplies, material and equipment; • Promulgation of movement orders and disseminates movement procedures and instructions to facilitate the efficient and cost-effective management and execution of movement and transportation operations; • The tasking of UN owned/leased/chartered aircraft and technical and logistics support facilities and services for the efficient and cost-effective conduct of air operations; • The tasking of the mission's UN road transport movement resources;
• The provision and administration of support services necessary for the efficient and effective functioning of all Movement Control Units and elements to enable them to execute their operational tasks; • The acquisition and maintenance of movement equipment and services at competitive costs.
• The accounting for expenditure, control and preparation of the budget for movement operations;
• The control of flow of movement the cargo and personnel utilizing air/road/sea modes of transportation; and • The provision of movement and transportation advice when required and/or when and where necessary.

Under the direct supervision of the Chief Movement Control Officer, the incumbent will be responsible for the following tasks:
• Arranging the movement of inbound and outbound cargo via all applicable modes of transport (air, sea, road and rail);
• Completing cargo manifests and other documentation;
• Arranging customs clearance and related documentation;
• Ensuring cargo (including Dangerous Cargo) is loaded in accordance with International Regulations;
• Monitoring and ensuring delivery of cargo and communicating shipping details to all concerned parties;
• Arranging the movement of inbound and outbound passengers on UN mission aircraft or commercial aircraft chartered by the UN on a short-term basis. The duties would also include:
• Assisting all passengers in clearing customs and immigration; Ensuring that the accompanied baggage is weighed, measured and manifested in accordance with entitlements and is loaded on board the aircraft in accordance with prevailing aviation safety standards;
• Ensuring that only authorized personnel are manifested and boarded on the aircraft;
• Informing passengers of and international aviation safety requirements; Liaising with the aircraft’s crew to ensure proper loading of passengers and cargo and handover of documents,
• Providing information on flight schedules and travel bookings as and when required;
• Assisting with visa and hotel accommodation where and when required;
• Liaising with local government agencies/officials for travel related immigration and customs issues;
• Assisting with the planning and execution of internal redeployments of civilian, military and police staff members;
• Liaising and coordinating with Mission Staff, UN Transport, local transport companies on all aspects of support necessary to implement such movements; • Coordinating the reception of cargo and passengers arranged by UN HQ New York;
• Assisting in the preparation of cost estimates and budgets related to movements, and in the verification and processing of movement-related invoices; • Perform other duties as required.

• Ability to work independently in managing difficult and time-sensitive movement operations in a multicultural environment. • Ability to simultaneously monitor multiple cargo and passenger movements. Good knowledge of word processing, spreadsheet and database programs.
• Basic knowledge of MS office package (MS Word, Power Point and Excel) and web-based applications
