Summary:

The MEL Officer plays a crucial role in supporting the Ma3an project's Monitoring, Evaluation, and Learning (MEL) system, ensuring the project's effectiveness and impact are measured and communicated. This position requires a detail-oriented individual with strong analytical and data management skills to collect, analyze, and report on project data.

Essential Duties and Responsibilities:

  • Data Collection and Management (50%)

    • Act as MEL Point of Contact for assigned program area and coordinate closely in this capacity to ensure that activity data for assigned program area are accurately captured and entered into the project database.
    • Collect quantitative and qualitative data through surveys, interviews, focus groups, and other methods.
    • Ensure data quality through cleaning, validation, and verification processes.
    • Maintain accurate and organized project records.
    • Support the development and implementation of data collection tools and systems.
  • Data Analysis and Reporting (30%)

    • Analyze project data to identify trends, patterns, and insights.
    • Prepare regular reports on project progress and outcomes, using clear and concise language.
    • Contribute to the development of project presentations and communication materials.
    • Support the MEL Manager in responding to data requests from different program areas.
  • Learning and Capacity Building (20%)

    • Participate in project learning activities, such as after-action reviews and reflection sessions.
    • Contribute to the development and implementation of MEL training for project staff and partners.
    • Stay up-to-date on MEL best practices and methodologies.

Qualifications:

  • Bachelor's degree in social sciences, statistics, or a related field.
  • 2+ years of experience in monitoring, evaluation, and learning, preferably in the development sector.
  • Strong quantitative and qualitative data analysis skills.
  • Proficiency in data analysis software (e.g., Excel, SPSS, STATA).
  • Excellent written and verbal communication skills in English and Arabic.
  • Experience with data collection tools and methods (e.g., surveys, interviews, focus groups).
  • Familiarity with youth development and civic engagement programming is a plus.
