Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women requiresthe support of a consultant to build the capacity of an organization that manages a regional network of women leaders.

The consultant will report to the Dare to care project coordinator, UN Women-Tunisia.

‘Dare to Care’: A ground-breaking regional programme to transform patriarchal masculinities and social norms, and women’s economic empowerment in the Middle East and North Africa.

This regional programme, a first-of-its-kind in terms of focus, scale, and approaches, aims to support the achievement of regional and national priorities on women’s economic empowerment - which is a critical pillar for achieving gender equality overall, through the tangible increase of men’s and boys’ caregiving and household responsibilities, throughout the Middle East and North Africa (MENA) region.

Dare to Care connects Egypt, Jordan, Lebanon, Morocco, Palestine and Tunisia - all part of MWGE – Phase II, where UN Women has a comparative advantage through its strong partnerships, established convening power bringing together government, CSOs academia and the private sector, as well as documented knowledge and expertise in the area of social norms and engaging men and boys particularly. The programme has a solid regional foundation on coordination, coherence, synergies, as well as generation and application of best practices, knowledge, and exchange of lessons learnt across the six countries of implementation and beyond.

Programme's outcomes:

Outcome 1: Communities across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls.

Outcome 2: Key institutions effectively transform patriarchal masculinities - with a focus on advancing caregiving and household responsibilities of men and boys- and the economic empowerment of women and girls.

Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.

Duties and Responsibilities

In this context, UN Women Tunisia would like to call on a consultant experienced in organizational and management capacity building to improve the ability of CSOs on project design and management. The consultant will be called upon to draw up a complete procedures’ manual for an NGO, in accordance with the appropriate rules and regulations in Tunisia.

More specifically, support will be provided in the following areas (but not limited to):

• Conduct institutional capacity assessment of the NGO;

• Develop/revise, in close consultation with the organization, structural organizational procedures/guidelines to strengthen the institutional capacity of the NGO.

Among the expected procedures/guidelines, the consultant is requested to work with the NGO on:

o Anti-Fraud and corruption policy; o Policy for properly screening the staff and associated personnel (through reference, backgroundchecks, etc.) for involvement or alleged involvement in SEA or violations of human rights;

o Data Privacy and Data Protection; o Financial and administrative rules and procedures, including financial resources management policies and procedures that adequately cover grant award management;

o Procurement and sub-contracting rules consistent with international practices;

o Supply management policies, procedures and systems clearly includeelements of grant award management.

o Documented procedures and internal controls governing the payment cycle (requisition,approval, disbursement versus cash, vouchers etc.);

o Operational manuals describing the governance structure/process of grant-making;

• Conduct institutional capacity building training session(s) to dedicated personnel on the procedures/guidelines;

FUNCTIONAL COMPETENCIES

  • Solid knowledge of NGO programmatic processes or policies;
  • Good knowledge of NGO financial and administrative rules and regulations;
  • Good knowledge of NGO confidentiality and data protection policies and procedures;
  • In-depth knowledge of NGO grant-making manuals;
  • Strong dialogue and communication skills;
  • Previous experience of working with organizations, particularly NGOs

Required Skills and Experience

Education

  • Master’s degree or equivalent in management of NGO, International laws, human resources or a related field
  • A project and programme management certifications would be an added advantage

Experience

  • At least 5 years' relevant experience in leading and facilitating the organizational development of growing NGOs;
  • . Experience in NGOs capacity building is required;
  • Experience in NGOs management is an asset;
  • Excellent analytical skills with strong drive for results and capacity to work independently;
  • Excellent communication and writing skills

Language

  • Fluency in Arabic and French is required.
  • Knowledge of English is a strong asset
