Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for an Monitoring, Evaluation, Accountability & Learning Assistant (MEAL Assistant) in Dnipro.

About the job

Responsible for conducting Monitoring & Evaluation activities as per work plan.

Your main duties and responsibilities will be:

Monitoring

  • Support MEAL Operations Manager in implementation of area-level MEAL plan to ensure timely reporting on monitoring activities in line with it and project timeline
  • Conduct everyday monitoring, including but not exclusive to field visits and post-distribution monitoring (PDM)
    • Assist MEAL Operations Manager in verification of the indicators across all data sources (Infoportal, Kobo, IPT)
  • Support in conducting participatory monitoring activities with DRC beneficiaries using a varied suite of tools
    • Collect of the beneficiary lists from relevant teams in accurate format for the conduction of post-distribution monitoring (PDM)
    • Conduct phone post-distribution monitoring (PDM) survey with beneficiaries
  • Regularly undertake field monitoring visits to project and partner activities
    • Develop reports about the results of the visits and their communication to the relevant teams
    • During monitoring activities ensure beneficiaries are treated with respect, confidentiality and informed consent
    • Keep supervisor informed of any safety incident that might take place
  • Ensure the high quality of data by ensuring accurate data collection, data entry and upload as well as basic analysis of information
    • Collect relevant means of verification (MoVs) and ensure they are stored correctly (uploaded to sharepoint)
  • Support with producing periodic monitoring reports to ensure programs have accurate and useful data to inform project development
  • Submit weekly and monthly reports to the MEAL Operations Manager on achievements and challenges related to monitoring

Data collection and analysis

  • Support with translation of the tools to be used during activities and assistance to/from Ukrainian
  • Carry out quantitative and qualitative data collection activities at the field level

Accountability

  • With the support of programs teams, ensure that complaints and requests for assistance are responded to in a timely manner
  • Ensure programs teams are distributing and raising awareness of the CFM system and it’s operations

Learning

  • To provide support in regular learning sessions with relevant project teams and record lessons learned

    About you

To be successful in this role we expect you to have minimum 1 year of of direct experience of monitoring and evaluation and demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.

Moreover, we also expect the following:

  • Relevant diploma or equivalent professional qualification.
  • Training in quantitative methodologies, including database management.
  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning.
  • Good verbal and written communication skills.
  • Ability to analyze data and summarize it for a range of different audiences.
  • Ability to build support from staff across teams and across members, and to build the capacity of others.
  • Experience of qualitative research techniques.
  • Understanding of working for non-governmental organization.
  • English proficiency.
  • Fluency in Ukrainian.
  • Excellent skill in MS Word, Excel, and PowerPoint.

Contract length: 6 months fixed-term contract, with the possibility of extension based on performance and available funding.
