ORGANIZATIONAL CONTEXT

The recent crisis in Nagorno Karabakh (NK) has forced many people to spontaneously move to the Republic of Armenia and exacerbated the fragile livelihoods of many people living in Armenia. The ongoing threat from COVID-19 continues to further exacerbate the situation.

World Food Programme (WFP) aims to complement the Government of Armenia’s programmes to improve the food security of people negatively affected by the recent crisis in NK and COVID-19 pandemic. This is done through a new Food Assistance programme to support the most vulnerable populations impacted by COVID-19, spontaneous arrivals and host populations. In line with these national efforts, WFP is providing cash-based transfers (CBT) and in-kind food assistance to targeted beneficiaries residing in Armenia.

Given the large number of people receiving support from WFP, it is vital to enhance WFP’s community feedback mechanism (CFM) managed by the M&E unit in order to accommodate the increased number of feedback, requests and complaints to ensure beneficiaries’ voices and concerns are heard. For that purpose the CO has opted for implementing SUGAR CRM system for registering and managing feedback of beneficiaries and communities where the CO operates. The system setup and initialization takes up to three months and there should be a staff who is in-charge of the system setup and subsequent management.

Additionally, all the above new activities require increased monitoring of the distribution process and conduct of post distribution monitoring (PMD) exercises.

Taking into consideration the increased workload and the importance of evidence-based planning, WFP Armenia Country Office (CO) has identified the need for strengthening its M&E Unit. To cope with the increased monitoring requirements and tasks and CFM management the M&E unit needs one additional Monitoring Assistant/CFM in-charge for one year with possibility for extension.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Will support the CO in SUGAR CRM setup and management, feedback, request and complaint registration, referral and follow-up. 2. Organise the uninterrupted functioning of the WFP hotline and oversee the day-to-day work of short-term hotline operators. 3. Answer WFP’s hotline telephone calls and e-mails responding to questions and concerns from beneficiaries about their entitlement, eligibility criteria, etc. and referring them to the focal points. 4. Respond to queries and escalate where appropriate, in order to provide a timely and accurate service to beneficiaries. 5. Gather information with clear direction to support the drafting of documents and preparing reports by other staff. 6. Receive and collate comments and feedback from beneficiaries to support identifying programmatic issues with a view to improve programme implementation and delivery. 7. Collect and analyze data, develop data visualizations and analytical reports.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Higher education in Social Sciences, Economics, Agriculture or other related field would be an asset.

Experience: At least three years of progressively responsible support work experience in analyzing programme output and outcome data; qualitative and quantitative data collection, data management and analysis.

Knowledge & Skills: Qualitative and quantitative data collection and analysis skills. Advanced knowledge in MS Excel. Familiarity with other statistical analysis software packages (STATA, SPSS, R, NVivo) is desirable.

Languages: Fluency in oral and written communication in Armenian and English. Intermediate knowledge of Russian is desirable.
