Org. Setting and Reporting

In Ukraine, UNMAS provides advice and support to the Resident and Humanitarian Coordinator in support of a well coordinated, appropriately resourced and highly visible mine action sector. The position is located in the Office of the Resident and Humanitarian Coordaintor in Kyiv, Ukraine and works to support a One UN Mine Action Approach in Ukraine in support of the government’s National Mine Action Strategy and Community Recovery priority. The UNMAS Mine Action Adviser, Ukraine reports to the Deputy Director of UNMAS and the Resident and Humanitarian Coordinator for Ukraine. Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. Responsibilities

Within delegated authority, the Mine Action Adviser will be responsible for the following: • Provides advice and policy guidance to the Resident and Humanitarian Coordinator, on conceptual strategy development of the One UN Mine Action Approach, particulary in support of community recovery, in Ukraine. • Plans and implements activities agreed upon with the Resident and Humanitarian Coordinator; ensures that substantive work programmes and programmed activities under the Mine Action window of the Community Recovery Fund are carried out in a timely fashion, coordinating diverse projects, and, in liaison with other organizations of the United Nations System, donors and agencies in Ukraine as appropriate. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental fora as appropriate. • Contributes to the reporting to donors on budget/programme performance or on programmatic/ substantive issues related to the Community Recovery Fund Mine Action window, as appropriate. • Ensures that outputs produced at high-quality standards; that reports are clear, objective and based on comprehensive data. • Ensures that all outputs produced meet required standards before completion to ensure they comply with the relevant mandates. • Prepares strategic and technical advice for the Resident and Humanitarian Coordaintor, determining mine action priorities, and recommending allocation of resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the role, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance. • Explore and build relationships with new, non-traditional partners, such as educational institutions, community-based organizations, private sector etc., to expand UN Mine Action interventions in Ukraine, establish new partnerships, and in this way realize synergies that maximize the UN contribution to mine action’s impact, as well as identify possible new funding sources. • Formulate and implement the resource mobilization strategy for the Community Recovery Fund in support of UN Agencies’ Mine Action Programmatic interventions in close coordination and consultation with UN Agencies. • Fosters teamwork and communication with UN mine action programmes and all mine action stakeholders in Ukraine. • Represents the RC/HC at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on mine action issues and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, management, international relations, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required. A minimum of seven years of experience in the management of large programmes and/or projects in the area of mine action, humanitarian response and development is required. A minimum of five years of experience in an advisory or managerial role in a conflict or post-conflict setting is required. A minimum of two years of advisory experience in a mine action field programme is required. A minimum of two years of direct experience in engaging with senior government officials in a complex humanitarian or peacekeeping setting is required. Experience in resource mobilization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
