Over one year after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).

Votre poste et vos responsabilités

Under the supervision of the Country Director, the main objective of the mission is to ensure sound and transparent administration of funds by providing accounting and financial management consistent with the ACF financial management framework and local legislation.

More precisely, you will be responsible for the following missions:

  • Contribute to the definition of mission strategy.

  • Ensure high-quality accounting for the mission.

  • Ensure that the parameters of the accounting software are properly set up.

  • Ensure that all accounting, extra-accounting, and expatriate data are entered into the accounting software.

  • Ensure high-quality cash management for the mission.

  • Design and keep up-to-date cash management procedures adapted to local conditions, suggesting alternatives in light of any changes, and authorizing and organizing the transfer of funds to the bases.

  • Consolidate and approve the treasury forecast of the mission and forward it to headquarters.

  • Provide financial and budgetary management.Prepare and revise the mission's annual budget.

  • Promote and ensure financial collaboration and coordination with mission partners.

  • Prevent and manage fraud and corruption.

  • Manage the finance team in the capital and be the Technical/Support Manager of Finance Managers in the bases.

Votre profil

You hold a bachelor’s degree or higher in finance and/or business administration or another related field.

You have successful experience in the humanitarian sector as a finance coordinator in emergency and insecure contexts.

You demonstrate perfect leadership capacity and have strong people management skills. You are able to manage and optimize a project, specifically in an emergency context.

You are able to work through partners. You are a strategic thinker with a strong drive for efficiency in service delivery.

You must be ready for multitasking, capacity building, and supporting partners in achieving financial obligations and compliance with donors' financial standards.

Fluent English is mandatory.

Vos conditions d’emploi

  • Fixed term contract under French legislation: 12 months
  • Salary

    • Monthly gross salary from 2597 to 2968€ upon experience
    • Reimbursement of the pension insurance for non
    • French citizens: 16% of the gross monthly salary
    • Annual salary increase: 6% increase after and each 12 months of continuous contract
    • Monthly per diem and living allowance: 838€ net, field paid
    • Monthly country allowance: 450€
