Background:

The war in Ukraine has severely impacted education, affecting 2.92 million children. Over 3,700 educational facilities are damaged or destroyed. Displacement, school closures, and lack of resources have led to significant learning losses and social isolation. According to the data from the Ministry of Education and Science (MoES) as of May 2024 over 1.8 million school-age children, or 48 per cent, were accessing education through online and blended learning modalities, relying on the use of technology for their education. Technology is expected to continue playing a crucial role in education and skill development for Ukrainian children and adolescents.

Purpose of assignment:

The purpose of the consultancy is to provide technical assistance to the Ministry of Education and Science of Ukraine (MoES) in strengthening digital learning platforms with a focus at the All-Ukrainian School Online (AUSO).

Specifically, the consultant will conduct a comprehensive examination of AUSO's existing system through a thorough status analysis and consultations with key stakeholders (Ministry of Education and Science of Ukraine, Institute of Educational Analytics, Institute of Education Development, education authorities at sub national level). Subsequently, based on this in-depth analysis, customized solutions to be proposed to fortify the security and stability of the system, address content gaps and enhance the overall user experience of the AUSO.

As a result of assignment, it is expected that the AUSO system will have been improved, the digital learning materials will have been developed and upgraded and overall users' awareness of AUSO will have been improved.

Preliminary Improvement Assessment Report for AUSO Web and Mobile Apps

Description of the deliverable: Preliminary report in English on the improvement of AUSO web and mobile app, including a document review, initial analysis of UI/UX, and an access setup report. The report will be aligned with the product’s mission, goal, and current priorities based on the discussion with key stakeholders.

Activities to be done: After appointment and initial onboarding, the consultant will review all existing documentation (including previous assessments) related to the AUSO web and mobile app with primary aim to identify existing gaps or outdated information. The consultant will meet with key stakeholders and team members to identify the current priorities, gaps and challenges. The consultant will begin a preliminary analysis of the current user experience (UX) and user interface (UI) of existing platforms to identify immediate areas of improvement. The consultant should ensure that all tools such as Google Analytics, Google Tag Manager, Google Webmaster etc are properly configured.

Heuristic Evaluation Reports for AUSO Web and Mobile Apps

Description of the deliverable: Comprehensive heuristic evaluation reports in English for both the AUSO web and mobile apps, building on the initial findings from the preliminary assessment report (first deliverable). These reports will identify usability issues, provide severity ratings, and offer actionable recommendations for improving the user experience on each platform.

Activities to be done: The consultant will conduct separate heuristic evaluations for the AUSO web and mobile apps. S/he will use the results from the preliminary analysis (deliverable 1), evaluate both platforms using established usability heuristics, identify and document usability issues with severity ratings, and compile detailed reports. This will include evaluating the web app's navigation, accessibility, information architecture, content presentation, and assessing the mobile app's touch target size, gesture controls, and screen responsiveness. The report should include SWOT analysis and actionable recommendations.

Completed Customer Journey Maps and Initial User Behavior Analysis for AUSO Web and Mobile Apps

Description of the deliverable: Detailed customer journey maps and scenarios for key user interactions on the AUSO web and mobile apps, along with initial data collection and analysis to inform new features and improvements based on user needs. This deliverable will include reports on identified bottlenecks and pain points, user behavior analysis, and insights from analytics tools.

Activities to be done: The consultant will create detailed customer journey maps for key user interactions, such as registration, login, personal account management, and course interaction. This involves collecting data from actual users, including children with and without disabilities and teachers, through interviews and surveys. The consultant will also analyze user data from tools like Google Analytics, Hotjar, and Clarity, generating initial reports and insights. These activities will help in understanding user behavior and planning new features and improvements based on user needs.

Terms of References (ToR) for the study on user perspectives in optimizing the AUSO platform functionality and content

Description of the deliverable: The consultant will prepare a detailed ToR for a study aimed at collecting feedback from the key stakeholders, including teachers, school principals, and students (with and without disabilities). The study will focus on gathering scientific evidence on the role of AUSO as a digital learning platform and user perspectives in optimizing its functionality and content.

Activities to be done: The consultant will conduct a comprehensive review of scientific literature for similar studies on digital learning platforms from different parts of the world, focusing on methodologies and approaches used in these studies to inform the suggested methods in the ToR. The consultant will include research questions, objectives, key measures, and methodology aligning it with scientific standards for educational research. The consultant will also develop technical evaluation criteria to assess vendor’s proposals as part of the ToR.

Review and Assessment of Existing Analytical Solutions for AUSO Platform

Description of the deliverable: A comprehensive review and assessment of the existing analytical solutions is completed to ensure it meets all analytical needs for the AUSO platform. This includes examining whether the current setup provides necessary metrics such as unique visitor records and identifying any gaps that may require a custom analytical solution. Additionally, the deliverable will list all measures required for an in-depth analysis of unique users by type, indicators needed to track user behaviors, and other relevant areas. The task also involves preparing metadata and operational definitions for each indicator using standard definitions and methods.

Activities to be done: The consultant will start by reviewing the existing Google Analytics dashboard and associated reports to assess whether all analytical needs are being met, including the ability to track unique visitors accurately. Any gaps or shortcomings in the current analytical setup that may necessitate a custom analytical solution is to be identified. The consultant will list all required measures for an in-depth analysis of unique users by type (e.g., students, teachers), and determine key indicators needed to track user behaviors such as engagement rates, retention rates, drop-off points, and content interaction metrics. The consultant will explore other relevant areas to be included in the analytical dashboard, such as user demographics, and user journey mapping. Additionally, the consultant will prepare metadata, operational definitions, and methodological details for each indicator, ensuring adherence to standard definitions and methods.

To qualify as an advocate for every child you will have…

Education: Master's degree or higher in one of the following fields is required: Information technology, Education, Sociology, or other social science field is required.

Professional experience:

  • At least 3 years of experience working in education.
  • Knowledge and understanding of the education system in Ukraine and its digital transformation.
  • Experience in working with digital learning platforms, learning management systems or similar IT systems.
  • Experience in working with ministries, and other multiple relevant stakeholders.

Languages:

  • Ukrainian: Proficient/Native [C2];
  • English: Upper-intermediate [B2].

Skills and competencies:

  • Experience in UI/UX for different digital platforms.
  • Strong analytical skills.
  • Experience in developing customer journey maps (CJM).
  • Proven experience working with Learning Management Systems (LMS), digital learning platforms.
  • Experience in working with digital tools: Google Analytics, Google Tag manager, Google Webmaster tools, Hotjar, Clarity.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
