IOM has engaged in migration, environment and climate change since the early 1990s. IOM’s vision on Migration, Environment and Climate Change (MECC) is to support states and migrants in addressing the complex challenges posed by environmental degradation and climate change in terms of human mobility and in delivering enhanced benefits to migrants and vulnerable communities.

In Ecuador, IOM has recently signed a project co-implemented in Ecuador and Central Asia to tackle the impacts of climate change on migration flows. The UN Volunteer would be directly involved in the daily management of said project, including implementation of activities in country.

Moreover, IOM Ecuador is engaging in Migration and Climate Change actions, and a strategy is currently in development – which the UN Volunteer would actively contribute to. Linked to the latter, the UN Volunteer would actively help in developing proposals.

Under the direct supervision of the Head of Operations, and the overall supervision of IOM Ecuador’s Deputy Chief of Mission, the UN Volunteer will undertake the following tasks:

  1. Coordinate to advance MECC policy, develop MECC activities, review project documents and coordinate institutional positions and actions through regular exchanges, knowledge management, and capacity building activities.

  2. Assist the Head of the Emergency Division to coordinate the contributions to institutional policy processes and mechanisms, such as the implementation of the Strategic Vision, Institutional Questionnaires, and annual reports.

  3. Contribute to policy processes, including on human rights, by providing technical inputs on migration, environment, and climate change, and actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Head of Operations.

  4. Assist the Head of Operations to manage, develop and implement MECC projects and budgets, by coordinating with relevant stakeholders, staff, and partners, and developing strategic implementation pathways.

  5. Maintain partnerships with key stakeholders, including GTRM, and other stakeholders at the national and regional level, including with the Korean embassy in Quito, liaising directly with KOICA and looking for potential funding

  6. Contribute to and facilitate the development and dissemination of relevant reports, publications, guidance documents, talking points, and briefings on MECC.

• Migration, Environment, and Climate Change highly desirable • Demonstrated interest in liaising with governmental and diplomatic representatives; • Experience in implementing activities related to labour migration, migration, environment, agriculture, and climate change and/or disaster risk reduction; • Experience with project management is desirable • Understanding of the local context in Latin America (specifically in regards to climate action) is desirable

IOM’s head office in Ecuador is in the capital city Quito, with field offices in Tulcán, Lago Agrio; Manta, Guayaquil, Cuenca and Huaquillas. The time zone in continental Ecuador is UTC/GMT - 5 hours. Ecuador is a country in Western South America, on the Equator. It is bordered to Colombia on the North, Peru on the South and East, and the Pacific ocean on the West, with an area of 283,560 km2. The country is divided into four regions, namely: Costa, Highland region, Amazon region (Oriente) and Galapagos (islands).
The weather in Quito is a typical a subtropical highland climate. The city is at 2850 m above the sea level and has a fairly constant cool climate through the whole year due to its elevation and proximity to the Equator. Quito has mild days and cool nights almost all year round: the average temperature during the day is 22°C / 70°F and during the night 10°C/50°F.
