Job Title – MEAL Officer

Duty station - Chișinău or Bălți or Comrat, with willingness for mobility throughout Moldova.

Salary range - 23 690,00 - 25 230,00 MDL gross

Based on the assessment of the candidate's knowledge, skills, abilities, and previous experience.

Education & Work Experience:

  • Master degree in social studies (e.g. sociology, statistics)/related fields
  • Highly skilled and experienced specialist responsible for independently managing all aspects of monitoring and evaluation, ensuring effective resource use and accountability.
  • A minimum of 2 years of experience, including at least 1 year in M&E activities across the project cycle, preferably in the NGO/INGO sector with a focus on civil society development or emergency programs; experience in capacity building and managerial roles is an advantage.
  • Analytical skills, experience and ability in analysing and presenting data, but also reflective thinking, and being able to understand the stories behind the data.
  • Report writing skills, being able to explain the insights, document field observations and information obtained through quantitative and qualitative methods and provide feedback to programme/project teams through clear reporting.
  • Stakeholders engagement, communication skills and team work, ability to engage, manage and deal with different internal / external stakeholders.
  • Technology and software related skills, ability to utilize computer packages and applications in data collection, data analysis, storage and dissemination.
  • Availability, including ability to undertake regular field visits all over Moldova, if needed, few days in a row with overnight stays in different locations of Moldova.
  • Excellent command of English, Romanian and Russian.

Position Overview:

Under overall supervision of the MEAL Coordinator or Head of MEAL, MEAL Officer is in charge, designs, implements and keeps close track of the MEAL system under the dedicated project and/or sectoral programming for which acts as MEAL Focal Point. She/he provides technical support and guidance to the project teams assigned. The MEAL Officer also plays an important role in improving program information management and data quality, and in strengthening knowledge sharing and learning across the organization and communities. The MEAL Officer assumes responsibility for full-cycle monitoring of assigned programs and implementing appropriate MEAL activities.

Duties & Responsibilities:

Quality MEAL System Management:

  • Ensure smooth collaboration between the MEAL team and project teams for timely execution of MEAL activities.
  • Prepare MEAL tools, train enumerators, and oversee survey implementation.
  • Organize and manage data collection with project teams, CSOs, and implementing partners.
  • Provide necessary tools (e.g., smartphones, tablets) for data collection.
  • Track daily progress, address challenges, and analyze data for reporting.
  • Draft baseline, PIM/PDM, endline, and evaluation reports and share insights with project managers.
  • Organize feedback sessions and ensure implementation of MEAL recommendations.
  • Cross-check verification documents to maintain data integrity.
  • Assist in designing and executing quantitative data collection for assessments.
  • Analyze existing MEAL tools and develop new methodologies for improved monitoring.

Project Progress Tracking & Reporting:

  • Provide technical support in routine and results-based monitoring, ensuring accurate indicator reporting.
  • Perform site visits, using structured tools like surveys and interviews to assess project progress.
  • Ensure findings and recommendations are shared with relevant teams for follow-up.

Organizational Learning & Capacity-Building:

  • Strengthen the understanding of MEAL across PIN staff in Moldova.
  • Identify key learning areas, contribute to reflection workshops, and integrate findings into future projects.
  • Train CSOs and grantees to improve MEAL processes and project quality.
  • Develop presentations and fact sheets for internal and external sharing of MEAL findings.

Accountability & Feedback Mechanisms:

  • Support beneficiary verification and strengthen project-level accountability mechanisms.
  • Work with CFRM teams to ensure structured beneficiary feedback collection and response.

HR & Team Management:

  • Hire, train, and conduct performance appraisals for MEAL Assistants and enumerators.
