Organizational Setting

In response to the rapidly deteriorating food security situation caused by the outbreak of war in Ukraine on 24 February 2022, FAO has developed a Rapid Response Plan (RRP) to provide life and livelihood saving interventions for the most vulnerable small and medium-sized farming households. The RRP has been designed to meet critical, time-sensitive agricultural deadlines for production and harvest, and addresses market functionality and access for vulnerable populations FAO is utilizing a programmatic approach to implement the RRP whereby individual contributions from resource partners contribute to the overall achievements of the programme. FAO is investing in productivity of the regions least affected by conflict in the immediate term while closely monitoring for further investment in areas which become accessible as the context evolves.

In 2023, FAO’s overarching priority in Ukraine is to protect the food security and livelihoods of rural families while also sustaining the country’s food systems. FAO will achieve this by supporting the production capacities of rural communities and preserving the functionality of national supply chains and access to markets. Strengthening the resilience of rural households will also support their contribution to the country’s broader food systems. Support to small and medium-sized producers across the agriculture sector will prevent the further deterioration of national agrifood systems until the cessation of hostilities.

Reporting Lines

The Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant will operate under the overall supervision of the Designated Responsible Officer in Ukraine and supervision and technical support of the M&E Specialist.

Technical Focus

The National MEAL Assistant will contribute in the implementation of a Monitoring and Evaluation (MEAL) framework for the projects and specifically carry out the following tasks:

Tasks and responsibilities

• Support the International M&E Specialist in updating FAO Field Programme Management logframes. • Support with the development of MEAL tools for the project which includes Post Distribution Monitoring (PDM) for in-kind, cash, and voucher distributions. • Contribute in ensuring quality of data through data verification procedures, including routine data quality audits. • Assist with date progress tracking of the project indicators as contained in the project log frame. • Support with activity monitoring under the projects of response plan, report on the progress against the milestones indicated in the projects. • Support the roll-out and implementation of the project’s feedback, response and complaint mechanism (FCRM). • Support the international MEAL Specialist with fostering participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities. • Support with drafting project’s monitoring reports highlighting the progress achieved, deviations tackled and responded or pending remedial actions, supported by field monitoring visits as necessary. • Technical support the international MEAL Specialist in respective program hubs, with a focus on ‘top level’ concerns (e.g. tool feedback, indicator reporting for donors, internal M&E processes, etc.). • Produce outputs as per the General Description above. • Complete the End of Assignment Report • Assist in the international MEAL Specialist to conducted PDM for all of the in-kind, cash, and voucher distributions under the RRP • Support the International M&E Specialist to verify beneficiaries either through phone calls or field visits. • Support with indicator tracking using the in-country MEAL tools • Support with integrating the learnings gathered from CFM, monitoring visiting and project implementation into the project. • Perform any other tasks as necessary.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• At least a Diploma or preferably a University degree (BSc) in Economics, Statistics, Rural Development, Social Sciences or related technical field; • At least one (1) year of relevant experience in monitoring in UN/NGO is desirable but not a priority; • Professional proficiency (working knowledge – level C) in English is mandatory; • National of Ukraine.
