Org. Setting and Reporting This position is located in the Resource Planning and Analysis Section (RPAS) in the Division for Special Activities (DSA) of the Department of Operational Support (DOS) at the United Nations Headquarters in New York.

DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

DSA oversees a range of specialized and cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition, and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

Within DSA, RPAS works with counterparts across DOS to ensure that efforts to support client groups across the Secretariat are in line with organizational priorities and other objectives related to value for money and resource stewardship. Its work has a focus on strong programme management and coordination, data-driven analysis of major resourcing drivers and practices and the comprehensive integration of financial and operational aspects into solutions developed.

The Management and Programme Analyst will report to the Chief of Section.

Responsibilities Within limits of delegated authority, the Management and Programme Analyst will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

  • Researches, analyzes and presents information gathered from diverse sources.

  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

  • Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties; drafts mission summaries, etc.

  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.); prepares related documents/reports (pledging, work programme, programme budget, etc.).

  • Performs other duties as required.

Ability to manage collaborative projects and support relationships with key partners outside the United Nations Secretariat, including regional organizations, other United Nations entities and governments. Education Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience translating strategies into financial and operational plans is required.

Experience in research and data driven approaches to provide analysis on the implications of emerging operational solutions is required.

Experience in developing creative options to address complex situations is desirable.

Experience in business analytics, data analysis and data visualization tools is desirable.

Experience working on improvements to service delivery for clients is desirable.

Experience working in an international setting or with an international organization across national borders is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
