TERMS OF REFERENCE

Purpose of the Assignment: LTA Long Term Agreement for international consultant Writing and Editing Services (English and/or French)

Section Submitting: Advocacy Communication and Partnership

PURPOSE AND OBJECTIVE.

Support UNICEF Algeria Country Office in report and proposal writing, preparation of presentations and concept notes; editing of documents for external and internal use.

METHODOLOGY AND TECHNICAL APPROACH.

Each section in UNICEF, both for its own programme deliverables and for cross sectorial areas, define a need for high quality writing, editing, layout as well as proofreading services for several products in both English and French languages. The specificities of each service will be established on case-by-case basis as per needs identified and by the section that will require the service.

The service is used upon request / needs basis.

Qualified applicants will be offered a 24-month service contract with a possibility of renewal up to a total of 36 months subject to performance review and validation with fixed professional rates per output for the duration of the service contract.

The contract serves as an on-call/as-needed arrangement between UNICEF and the individual for any required services and outputs during the contract period. This may include emergency response needs.

Duration of individual assignments is dependent on the date and location of the activity to be covered, and the deadline for the submission of the required outputs. This will be discussed and agreed upon between UNICEF through the Communication and requiring units and the individual contractor prior to the start of every assignment.

Task and Responsibilities will be outlined in the specific services contracts for creative and administrative services need.

ACTIVITIES AND TASKS.

KEY RESPONSIBILITIES

  1. Donor related documents:
  • Supporting the Reports Specialist with maintaining and populating reports templates and schedules
  • Editing and proofreading (including second revision after UNICEF comments) an average of:
    • Approximately 10-12 reports per quarter (ranging from 2 to 10 pages), including USAID, ECHO, Italy and AECID reports
    • Proposals as necessary (approximately 10-15 pages) including Educate a Child, World Bank Pandemic fund, AECID and Italy
    • Other potential donor materials (internal reports, COAR drafts, Thematic reports, donor profiles, presentation, etc. or others-around 5)

The consultant will be responsible for editing, fact-checking and writing remotely for the above-mentioned types of documents and reports and apply following strategies:

  • Write up the reports after having the initial concept/draft from the respective programme officers
  • Restructure and rewrite the areas of text as needed to promote clarity, continuity, and internal consistency and incorporate reviewers’ comments
  • Fact-check the statements for accuracy and completion of references as/when required
  • In the case of donor reports and proposals, check and ensure text is responding to the objectives in the proposal and report requirements
  • Redraft incorrect or unclear passages where necessary and insert any omitted text
  • Provide accuracy and consistency in capitalization, selling, abbreviations/acronyms, notes, bibliography, titles, graphs, and tables (including their notes and sources), as per the UNICEF style and guidebook
  • Ensure that citations are appropriately included for statement/passages where required
  • Ensure that the language used is impactful
  • Ensure that repetitious text and jargon are eliminated
  • Ensure that potential sensitivities are flagged and ways of resolving the issue(s) proposed;
  • Develop and ensure consistency in overall layout
  • Work closely with responsible officers on revisions and changes

The responsible Officers in sections will be responsible for the following:

  • Develop and maintain a schedule to provide timely and complete inputs to the consultant
  • Be available for review/inputs and closing gaps in data and related information
  • Review the documents for factual errors and omissions and provide feedback

DELIVERABLES AND PAYMENTS.

Payments will be processed with fixed professional rate by output upon acceptance of the corresponding deliverable and against an invoice that will reference the contract and name of requested work. Payments will be approved by the respective section chief.

MANAGEMENT AND SUPERVISION.

The consultant will work under the direct supervision of the Reports Specialist and in close consultation with the Deputy Representative of programme and head of programs.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE.

  • Advanced university degree in social sciences, or related technical field
  • At least three years of progressively responsible work experience at the national and international levels in programme management, monitoring and evaluation, or related field
  • Previous results report and proposals writing experience
  • Knowledgeable in results-based management and results oriented approach to project implementation.
  • Persistence in follow up, tact and diplomacy to work with personnel
  • Good time management and ability to work under tight deadlines
  • Experience in Writing, Editing international development documents
  • Excellent writing skills in English and French
  • Strong analytical skills.
  • Knowledge of computer systems, internet navigation and various applications.
  • Familiarity with UNICEF programmes and development issues.

EVALUATION CRITERIA.

The selection of the consultants will be based on a “best value for money” principle. Interested candidates should, in addition to submitting their CV and cover letter, submit the following information:

  • Indicate their preference of the pool they wish to be added (French or English)
  • Indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided as per specificities in the remarks below.
    • A technical offer including
  • (i) an introduction to the understanding of the Terms of Reference including any comments
  • (ii) the methodology recommended for carrying out the work
  • (iv) a letter presenting the assets which the expert considers to be able to rely on to carry out this work satisfactorily (academic training, professional experience, similar research work, etc.).
    • A proposed financial offer
  • (i) the desired rate of remuneration per report /output e
    • Detailed and up-to-date CV(s) of the person(s) contributing to the study, the P11 of the main consultant
    • References of people who can be contacted in connection with similar work carried out by the consultant
  • It should be noted that the financial offers will only be examined if the technical offers are deemed admissible and of acceptable quality.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
