Org. Setting and Reporting

This position is located in the United Nations Military Observer Group in India and Pakistan (UNMOGIP) in the Office of the Chief of Mission Support, Islamabad, Pakistan. Islamabad is classified as “B” category and as a family duty station. The Logistics Officer will report to the Chief of Mission Support.

Responsibilities

Within delegated authority, the Logistics Officer FS-6 will have overall supervision for all Supply Chain and Service Delivery functions. This job is primarily involved with engineering and facilities management; property management, general supply and life support; transport, and other related areas, including data analytics. The Logistics Officer is responsible for the following duties: Logistics Support: •Prepare logistics and support plans, deployment timelines and budget requirements for planned or new operations; •Develop and implement methodologies and tools to enable effective execution of logistic plans; •Manage logistics operations, including, material and personnel; •Coordinate logistics activities with procurement, finance, humanitarian affairs and other substantive units; •Prepare logistics reports based on accurate and up-to-date information and data received from all relevant counterparts and distribute them according to requirements; •Identify, plan and manage special logistics operations;•Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained; Facilities Management: Supervise the provision of mission-wide office and accommodation space in accordance with UN regulations; Provide advice on matters relating to policy and procedures governing management of UNMOGIP residential and office accommodation in the HQ and in the Field Stations; Ensure accountability and proper supervision of any construction, maintenance, and repair within UNMOGIP compound and facilities to conform with expected standards and designs. Procurement, Contracts Management and Budget: Overseeing function-related procurement activities including the preparation of scopes of work, evaluation criteria, technical & financial reviews of proposals; •Prepares Receiving and Inspection (R & I) Reports for submission to Procurement Unit; Endorsing technical evaluations and defending selections to the Committee on Contracts; •Initiate and direct the development of the section’s budget; Monitor and control the section’s budget through regular reviews. Supply and Property Management: Manages storage locations, conducts inventory analysis for warehouse managed inventories and regularly advises technical units / Senior Inventory Users (former Self Accounting Units) accordingly, coordinates with the inventory management team to ensure timely fulfillment of requirements for movements of goods, visibility of ownership, cycle counting and physical inventory, shelf life monitoring and inventory analysis; •Initiates actions leading to procurement, maintenance and disposal of items; Manages field supply delivery operations. Other duties: Manage the work and performance, coach, mentor, and train team leaders of the functions under his/her supervision. •Assume responsibilities of certifying officer upon request; •Perform other related tasks as required.

Work Experience

At least 10 years of progressively responsible professional experience planning, coordinating and/or managing multi-functional supply chain and support logistics operations in UN field operations or equivalent in a complex, volatile, conflict or post-conflict environment is required. Or a minimum of 5 years relevant work experience with first level degree (Bachelor’s or higher degree) Experience managing and leading multicultural and multifunctional teams is required. Experience using ERPs (e.g. SAP) is desirable Experience with reporting tools (e.g. Power BI), dashboards, and data analytics is desirable. Experience working with and delivering services or logistical support to uniformed personnel is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required.
