UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference

  • The Consultant is Expected to Assist and Work Closely with the H&N C4D Specialist in Day-to-Day Activities, including Content Development of Communication Materials, Documentation of Best Practices, and Technical Support to and Coordination with Implementing Partners, Service Providers, and Government Counterparts to Facilitate the Delivery of UNICEF’s C4D Technical Support on Routine Immunization.

Work Assignments/Tasks

  • Review and Situation Analysis. Review Relevant Programme and C4D Documents including Lessons Learned from the MR-OPV Campaign and Routine Immunization Efforts, including Coverage and Social Data; Ongoing and Planned Activities; Issues and Challenges; and Provide Recommendations on how UNICEF can Strategically Support National and Sub-National Levels to Increase Coverage of Routine Immunization.

    Evidence Generation and Strategic Planning: - Support the Development of Evidence-Based National Social and Behavior Change Communication (SBCC) Strategy and Sub-National Micro-Plans to Support Routine Immunization (including Catch-Up) in the Context of the COVID-19 Pandemic. - Support Sub-National Planning, as needed.

    Communication Materials Development and Production: - Write/Update the Routine Immunization Key Message Guide/Content of Flipchart for Frontline Workers; Advocacy Brief for Local Chief Executives; and Guide for Parents on Vaccine-Preventable Diseases and the Vaccines that Prevent Them; and/or other Materials that may be Identified during the Contract Period. - Develop a Pre-Testing Tool and Conduct an Online Pretest with Appropriate Respondents. - Work with Graphic/Layout Artists and/or Other Service Providers Involved in the Development of Communication Materials.

    Digital Communications: - In Coordination with the Communications Section, Support the Planning and Implementation of Digital Communication Activities including Content Development; and Special Events to Promote Routine Immunization in the Context of the COVID-19 Pandemic. - Monitor Progress and Provide Recommendations to Improve Digital Engagement, as needed.

    Documentation, Monitoring, and Evaluation of Activities: - Monitor C4D Activities in UNICEF-Supported Areas and Provide Technical Support to Partners, as needed. - Write SBCC Case Studies/Examples of Good Practice based on UNICEF’s Previous Work in NCR and on Youth Engagement. - Provide Technical Support to DOH-HPB in Documenting Examples of Good Practices for Possible Adaptation at the LGU Level. - Write/Edit/Finalize Human Interest Stories Featuring the Impact or UNICEF’s Contribution in Increasing Immunization Coverage; with Simple Layout, including Photos. - Write a Narrative Report on the Result of Communication Interventions in the Polio Outbreak Response and MR-OPV SIA based on Documentation Reports and Other Available Data Sources.

    Capacity Building: In Consultation with DOH-HPB, Draft a Terms of Reference (TOR) and Concept Note for the Development/Adaptation of a Training Module on Interpersonal Communication and Addressing Vaccine Hesitancy in COVID-19 Context.

    Other Tasks: - Support the Conduct of Mapping and/or Learning Needs Assessments among Stakeholders, as needed, to Support Planning. - Support the Gathering and Analysis of Social Data to Inform Planning Particularly at the Local Level (UNICEF-Supported Areas). - Support the Development and Roll-Out of M&E Tools; and Documentation Activities. - Provide Inputs and Updates Related to Routine Immunization C4D Support in UNICEF Donor Reports and Presentations, as needed. - Participate in Relevant Meetings especially with Communication Task Groups. - Perform other Related Tasks as may be required, including other SBCC Activities related to the Promotion of Essential Services and Positive H&N Behaviors.

Deliverables

  • * Inception Report Highlighting the Overall Situation of Routine Immunization in the Context of COVID-19, Key Social and Behavioral Issues and Challenges in Delivering Technical Support especially in Hard-to-Reach and High-Risk Areas Amid the Pandemic, and Recommendations on How to Strategically Deliver UNICEF’s C4D Support for Routine Immunization at the National and Sub-National Levels (Month 1). * Progress Report Indicating Technical Support Provided to DOH-Health Promotion Bureau (HPB) in the Development of a National SBCC Strategy on Immunization, Ensuring Evidence-Based Planning and Alignment with SBCC Principles, Framework, and Components (Months 2-3). * Inputs in Communication Plan(s) for catch-up immunization (Month 2). * Content for the Following Materials, in the Context of COVID-19 Pandemic, with DOH Approval (Months 2-4): - Routine immunization key message guide/content of flipchart for frontline workers - Advocacy brief for local chief executives and other decision makers involved in promoting routine immunization. - Vaccine guide for parents

    * Pre-Testing Tool; Pretest Report, with Recommendations (Month 4). * Prototype Materials based on Guidance Provided (Month 5). * Technical Inputs in the Content of Digital Communication Materials, Concepts, and/or Plans Related to the Promotion of Routine Immunization through UNICEF Digital Platforms (Months 1-6). * Progress Report with Photos and/or Videos, indicating Areas Visited, Observations, Technical Support Provided, Issues and Challenges, and Recommendations (Months 2-11). * Case Studies/Examples of Good Practice on (Months 6-11): - UNICEF’s Previous C4D Support on Advocacy and Social Mobilization in NCR (Reaching Every Purok). - Youth Engagement Efforts in Promoting Immunization.

    * LGU Playbook on Immunization with Technical Inputs (Month 2). * Full Narrative Report of the Communication Interventions in the Polio Outbreak Response and MR-OPV SIA (Months 6). * 4 Human Interest Stories (Months 6-11). * TOR and Concept Note/Outline (Months 10-11). * Progress Report Corresponding to the Tasks Specified, including Issues and Challenges and Recommendations, as needed.

Qualifications and Competencies of Successful Consultant

  • Minimum Qualifications required: Bachelor’s Degree in Development Communication, Mass Communication, or related fields.

    Knowledge/Expertise/Skills required: • Demonstrated Understanding of the Application of Development Communication Theory and Principles in Public Health Communication. Specific Background in Communication for Immunization is an advantage. • At least 3 Years Experience in the following: - Strategic Communication Planning Process, Social Data and Behaviour Analysis, Research and Evaluation of Communication Interventions. - Development and Production of Knowledge Products including the Preparation of Creative Briefs, Content Development and Editing, and Pre-Testing. - Field Level Experience including Working with Local Government Units, Local and Community Leaders, Community-Based Organizations; and Use of Local Communication and Networking Channels to Promote Behaviours.

    • Knowledge of Local Government Mandates and Planning and Budgeting Processes is an advantage. • Experience working with UN or UNICEF, Directly or Indirectly, on Health or Immunization, an advantage. • Strong Analytical and Written and Oral Communication Skills; People and Leadership Skills.
