Purpose of the Consultancy:

UNICEF with support from the Government of Japan (GoJ) is currently working on developing an Immunization Information System (IIS). An IIS is a platform that collects, stores, and analyzes data on immunization programs and coverage in countries around the world. It is used to track progress towards global immunization goals, identify and address gaps in coverage, and improve the effectiveness and efficiency of immunization programs.

The IIS is designed to be a comprehensive and up-to-date source of information on immunization programs and coverage, including data on vaccine doses administered, vaccination coverage rates, and demographic and geographic data. It also includes information on vaccine stock levels and logistics, as well as data on vaccine-preventable diseases and outbreaks.

How can you make a difference?

Scope of Work/Tasks:

Technical support throughout solution development and implementation

  • Coordinate with government partners, vendors, and various stakeholders and contribute to project management processes, review of terms of reference and vendor selection, and supervision of service providers.
  • Support and assist in the design, development, rollout, scale-up and sustainability planning of Mobile IIS app and SEIR.
  • Assist the review of technical outputs generated by the development of the Mobile IIS app and SEIR to ensure UNICEF standards are followed.
  • Monitor status of implementation, gather relevant data and prepare updates for the Project Team and Implementing Partners.
  • Collect, analyze and consolidate relevant data to facilitate monitoring of progress and the identification of common problems which cause delay.
  • Provide technical oversight on the different stages of the app development that would be useful to vendors and partners.
  • Contribute to troubleshooting, and the documentation of challenges and resolutions throughout Mobile IIS app and SEIR development and related activities.
  • Support adherence of Mobile IIS and SEIR development and testing with the Principles for Digital Development (http://digitalprinciples.org/) and UNICEF T4D best practices.

Support for Engagement and maintenance of partnerships and networks

Coordinate with government partners and relevant stakeholders.

  • Support PCO staff in facilitating various meetings/activities necessary to ensure smooth implementation of the project, including the National Immunization Convergence Workshop.
  • Prepare minutes and follow up on decisions made in meetings.
  • Provide advice and support to PCO team and programme partners on best practices, standards, and norms on real-time data monitoring and analysis.

Quality Assurance (QA) on all of the deliverables to be submitted

  • Review all deliverables submitted by the technical team
  • Ensure that the deliverables follow DOH and UNICEF Protocols and Standards

Capacity Building and Rollout of the Mobile IIS on pilot areas

  • Work with DOH to identify pilot areas.
  • Coordinate with pilot areas on possible rollout.
  • Develop implementation plan and milestones for the rollout
  • Provide technical support to PCO team in the rollout of the Mobile IIS.
  • Provide support in the capacity building activities of the tool at pilot areas.
  • Coordinate feedback from pilot areas back to the technical team.

Knowledge Management

  • Help identify, capture, synthesize, and share lessons learned.
  • Work with PME to ensure documentation and clear monitoring of Mobile IIS app and SEIR KPIs
  • Contribute and share Mobile IIS, SEIR, and real-time monitoring technology updates with country office, regional, and global T4D networks and activities.

Reporting and Documentation

  • Work with the Health section and the Communications unit to prepare regular progress reports and updates for donors, highlighting key milestones, successes, and challenges encountered during the Mobile IIS development and deployment.
  • Ensure timely submission of these reports, adhering to specifications and deadlines.
  • Document the entire process of the Mobile IIS development and deployment.
  • Organize and maintain all project-related documents in an easily retrievable format, ensuring transparency and accountability.

- Support for training sessions, webinars, and workshops for identified stakeholders

- Training Reports

- Feedback Report from Pilot Areas

- Updates and reports capturing milestones, bottlenecks, and synthesizing lessons learned.

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree is required in Computer Science (or other related fields).

Work Experience/Knowledge/Expertise/Skills Required:

  • 5 years of experience in project coordination and project management of digital health projects.
  • Experience in managing country level digital health projects
  • Strong background in data analysis
  • Strong understanding of digital health
  • Excellent communication and written skills in English.
  • Comfortable coordinating between multiple remote teams and stakeholders.
  • Excellent communicator of concepts both verbally and in writing to a developing country government and international audience.
  • Experience planning, writing, editing, and collating official reports.

Language:

  • Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
