Purpose of the Consultancy:

The engagement will be responsible for reporting, documentation and supporting the Logistics Management Divisions to handle all the supplies properly and in rolling out capacity building activities for UNICEF-supported areas in Regions 8, 9 and possibly BARMM. The consultant will be based at the DOH working closely with Logistic Management Division and Child Health Development Division. From UNICEF, the consultant will work under the overall guidance of the Nutrition Manager and direct supervision of Nutrition Specialist, and very closely collaborate with the UNICEF Supply Chain and Procurement Officer..

How can you make a difference?

The consultant will be responsible for technical support to the DOH, and will accomplish the following specific

Tasks:

Support to Supply Chain and Logistics Management:

Deliverables:

  1. Planning and forecasting of nutrition supplies prior to initiating procurement.

  2. Conduct semestral (mid and end-year) stock taking exercises to help keep an inventory of outstanding commodities from previous year prior to initiating new procurement requests.

  3. Using existing supply inventory monitoring and tracking systems, track procurement status of nutrition commodities, including the shipment of nutrition supplies to field level, and maintain a nutrition stock report to give an overview of all the country stock status of Nutrition supplies. Support provinces, cities, and districts for proper handling and monitoring the expiry status of supplies in warehouses.

  4. Coordinate with MTaPs and DOH in the planning and implementation of the roll-out of eLMIS.

  5. Using standard eLMIS modules developed by MTaPs and DOH, conduct training and capacity building of supply officers/managers, national, regional and LGU staff in handling, distribution, warehousing of nutrition supplies.

  6. Provide supportive supervision and follow-up visits to trained LGU staff and support the documentation of lessons learned and identification of recommendations post-training on eLMIS.

  7. Coordinate with Food and Drug Administration of the Philippines (FDA) and Bureau of Customs (BOC) regarding registration and release of supplies procured or donated by UNICEF.

  8. Coordinate with the Pharmaceutical Management Information System focal person of the Pharmaceutical Division of the Department of Health for tracking the availability and utilization of DOH drugs and medicines and nutrition commodities at the local health facilities.

  9. Support supply chain operations of nutrition commodities to ensure compliance with the established supply chain guidelines, strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

  10. Support partners in the development of the distribution list of nutrition supplies based on joint field assessment.

  11. Collect information on utilization of nutrition commodities from different warehouses of DOH and maintain monthly utilization report.

  12. Promote the utilization of good information management and data analysis tools at national and sub-national level, including RUTF pipeline monitoring.

  13. As and when required, travel to field districts to monitor supply status and prepare a status report and submit to nutrition and supply section of UNICEF and DOH.

  14. During emergency situations, attend coordination meetings with UN and cluster partners and provide updates and documentation on supply status as needed.

Tasks:

Support to National Salt Iodization Program:

Deliverables:

  1. Provide technical support to NNC in its assessment of the Consultant which will spearhead the completion of Strategic Planning for Universal Salt Iodization, including the proposed methodologies, as well as recommended program actions for the succeeding program period.

  2. Provide NNC with program inputs--technical, programmatic, institutional during discussions at the National Salt Iodization Technical Working Group, and contribute toward the sustainability of past program initiatives and initiate the review of RA 8172 to assess the feasibility of inclusion of iodized salt in all imported food products.

  3. Provide technical assistance to FDA in training staff and inspectorates on standards, technologies and systems for monitoring salt iodization and update monitoring and reporting tools and systems used in NSIP.

  4. Provide technical assistance to salt manufacturers on policies, standards and processes on salt iodization to facilitate compliance.

  5. Assist in the revitalization of the Regional Bantay Asin Task Forces and its past activities, particularly ensuring that each RBATF will conduct an annual salt inspection, in coordination with the regional FDA, DOH and NNC.

  6. Contribute to the updating of the NSIP Work Plan taking into consideration the past initiatives, and the greater involvement of LGUs under the Mandanas rule-setting such as, ensuring the fund allocation for salt inspections at the local level.

  7. Support to mainstream USI in NNC annual Calendar of Activities, requiring all RBATFs to submit their accomplishments based on their individual RBATF Work Plans.

  8. Ensure RBATF monitoring reports are submitted to NSIP TWG, as regular program updates especially those regions identified with critical supply entry points to include Regions, 1, 2, 4A, 4B, 7, 8, 9, 11, NCR.

  9. Assist NNC to conduct inventory of WYD Iodine Checkers---operability, maintenance and availability of reagents, capacity-building of users, including the future requirements in critical areas and access to suppliers and procurement methods.

  10. Link with DOH Supply Chain and Logistics, specifically in the local procurement methods of salt iodization program requirements, as well as in pursuing the communications and advocacy initiated with the DOH.

  11. Provide technical assistance in updating database of active salt manufacturers, importers, distributors and repackers.

Education:

• Advanced University (Masters) degree from one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, or similar field of study. Certified logistics or procurement professional will be added advantage.

Work Experience:

• Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.

• At least two (2) years of progressively responsible development work experience with government, UN and/or NGO

• Humanitarian experience an advantage.

Knowledge/Skills/Competencies:

• Understands the Nutrition Program Management and Supply Chain Management in the Philippines and in the health sector.

• Previous experience in coordinating and/or managing the national salt iodization program is highly desirable.

• Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required.

• Thinks and acts strategically and ensures that interventions are aligned with and implemented according to an agreed strategy.

• Understands key technical issues on nutrition sufficiently well to engage with partners, make full use of their experience and knowledge, guide strategy and plans, and communicate and advocate on important issues.

• Strong analytical and presentation (oral and written) skills including use of essential computer software packages.

• The ability to meet deadlines and work with minimal day to day supervision.

• Excellent skills and experience in designing/implementing/monitoring/reviewing supply plans.

• High coordination and communication skills with experience in working with CSOs, UN agencies, DOH, and LGUs.

• Excellent writing and analytical skills.
