Purpose of the Consultancy

UNICEF and the Asian Development Bank (ADB) signed a letter of agreement to collaborate and find synergies in water supply, sanitation, and hygiene (WASH) activities in the Philippines. ADB is currently supporting the city government of Baguio to implement the “Resilient City Tourism Project” that includes building the facilities and systems supporting fecal sludge management, which is one of the critical services needed to reach the G3 highest service level of PhATSS (i.e., Sustainable Sanitation status or Grade 3 under PhATSS). ADB will also be supporting the city on strengthening COVID-19 IPC measures through an integrated WASH and health approach.

The engagement aims to provide direct technical support to the city government of Baguio in developing and implementing the sanitation and hygiene behavior change communication strategy, and in building their capacity on the use of social and behavior change (SBC) approach in PhATSS implementation. Using field level experience in Baguio and other similar excreta treatment and disposal initiatives found in other provinces and cities, the Consultant will document and produce relevant guidelines and/or a case study as UNICEF’s contribution in the development of a DOH Playbook on Sustainable Sanitation.

How can you make a difference?

Under the technical supervision of the UNICEF WASH Specialist, the Consultant will work closely with the local officials of Baguio City, as well as with the regional and national offices of DOH, and the team of experts from ADB, and shall undertake the following tasks and responsibilities:

1. Provide technical assistance in the development and implementation of the Sanitation and Hygiene Behavior Change Communication Strategy in Baguio City.

The city government of Baguio is currently operating a sewerage system serving residential and commercial buildings within the Central Business District and adjoining barangays, but around 90% of households in the city rely instead on onsite sanitation and related desludging services.

With funding support from ADB, the existing treatment service will be expanded to cater to those households that are using onsite sanitation facilities. However, the rate of uptake for desludging services has been low even with the existing treatment facility. Only 13% of households have requested faecal sludge emptying service. A team of experts from ADB will develop a communication strategy and support the local government unit (LGU) to ensure that demand creation strategies are in place to promote the desludging services. The UNICEF Consultant will be part of the technical support team who will take part in the development, implementation and monitoring of the strategy and ensure alignment with relevant government policies on sanitation, the DOH National Health Promotion Strategy and previous communication materials used on PhATSS.

2. Provide Technical Assistance in building local capacity to implement PhATSS and WASH COVID-19 Infection Prevention and Control (IPC) using existing behavior change communication materials.

The Consultant will also support the City Health Office in building their capacity to implement PhATSS, using existing communication strategies to promote zero open defecation and achieve basic sanitation targets as this will complement the efforts around the campaign for desludging services. Similarly, the Consultant will also serve as resource person in the conduct of related COVID-19 IPC activities on WASH using DOH guidelines and UNICEF training and communication materials.

3. Develop a DOH Playbook on Sustainable Sanitation.

DOH Playbooks serve as a guide for local governments in implementing social and behavior change interventions using advocacy, social mobilization and behavior change communication as key strategies. Using Baguio City’s communication strategy and actual field level experience, the Consultant will also develop a DOH playbook version on septage or fecal sludge management as part of the series under Environment Health. The Consultant is also expected to draw from at least 3-5 service providers in other provinces and cities that have invested in various communication campaigns relevant to fecal sludge management and/or septage treatment services.

4. Support UNICEF in the development of relevant knowledge products and communication materials related to WASH / PhATSS.

Unicef’s 5-year Country Program for Children involves working with various LGU partners to model WASH programming approaches and use their experiences and learnings to support government counterparts in the scaling up to other regions in the country. The Consultant is expected to document, write and edit Fact Sheets, Field Notes, Diaries, Discussion Paper / Technical Paper or following UNICEF template based on selected Programme feature. The consultant will also support the WASH Section in producing other relevant communication materials needed for advocacy-related events.

Deliverables:

  • Conduct consultation meetings with key officials, stakeholders and community members in Baguio City.
  • Facilitate the review and document the recommendations on the draft communication strategy and action plan on fecal sludge management.
  • Support the training on the communication strategy.
  • Conduct monitoring activities to support the documentation of the process and lessons learned .
  • Monthly report on the technical and coordination support provided.
  • Conduct training on the use of communication strategies for PhATSS .
  • Support the training on PhATSS and verification guidelines.
  • Support the training on WASH COVID-19 IPC.
  • Conduct interviews and gathering of communication materials on fecal sludge management from at least 3-5 LGUs, including Baguio City.
  • Draft DOH playbook on fecal sludge management submitted for review by DOH HPB.
  • Conduct a review of the DOH playbook on fecal sludge management with key stakeholders.
  • Final version of the DOH playbook on fecal sludge management submitted for final approval by DOH HPB.
  • Draft 3x knowledge products following UNICEF WASH KM templates.
  • Support development of one-pagers, briefs and program collaterals.

To qualify as an advocate for every child you will have…

Education:

  • A Bachelors’ degree in public health, development communications, environmental management, community development, or any health-related profession.

Work Experience:

• At least 2-3 years of experience in analysis, design, and implementation of communication strategies for community development programs.

• Experience in implementing the Philippines Approach to Sustainable Sanitation, an advantage.

• Experience in community development, participatory programming, and local governance.

• Experience in writing technical guidelines, case studies or program documentation, preferred

Knowledge/Skills/ Competencies

• Knowledge / skills on development communication as applied to sanitation and hygiene

• Knowledge of general guidelines pertaining to WASH

• Knowledge on existing laws, rules, and regulations on sanitation and its implementation in the Philippines

• Excellent technical writing skills

• Ability to express clearly and concisely ideas and concepts convincingly in written and oral form

• Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.

• Good interpersonal skills; sensitivity to partner’s needs and expectations and maintaining open communication.

Language

  • Fluency in English and Tagalog is required
