Purpose of the Consultancy

UNICEF requires a Consultant on Social Behavior Change (SBC) for Water, Sanitation and Hygiene (WASH) to work closely with the local officials of the Department of Health (DOH), Department of Education (DepEd) and the Department of Social Welfare and Development (DSWD) in delivering critical workplan activities as part of the COVID-19 emergency response (Outcome 1- Output 1.4) and the WASH in learning institutions program (Outcome 2 - Outputs 2.2, 2.3, 2.4).

How can you make a difference?

Under the leadership and management of the WASH Officer and WASH Specialist, the Consultant is accountable for the timely and quality delivery of SBC WASH activities under Outputs 1.4, 2.1 and 2.2, particularly communication-related work under the WASH in Schools and ECCD programs, and the National Handwashing Campaign as part of the COVID-19 response. The scope of the work of the Consultant is enumerated below:

1. Coordination of the National Handwashing Campaign partnership with the Department of Health and selected local government units, private sector and student organizations

The pilot implementation of the national handwashing campaign is ongoing since October 2021 until June 2022, and it is being implemented together with the Department of Health in three (3) selected cities (Quezon City, Pasig and Manila) within the National Capital Region and 12 municipalities in two rural provinces (Catanduanes and Biliran) with the support of implementing partners -- Manila Water Foundation, Inc, and the Provincial Health Office in Biliran.

SBC campaign materials have already been developed which includes signages, jingles and handwashing stations. Community activities include ceremonial turnovers of handwashing facilities with local officials who have committed to ensuring the maintenance of the facilities and sustaining the promotion of the handwashing practice in public areas such as markets, transport hubs, government offices, malls, restaurants, and churches.

Roaming caravans with the campaign jingle playing have started in selected high-traffic areas to go around communities to remind about handwashing. The campaign is also launched on social media platforms to raise awareness about the campaign and expand its reach through partnerships with student and youth organizations.

Part of the campaign strategy beyond June 2022 is mobilizing the support of the private sector in the provision of hygiene supplies such as soap or tissues and to help amplify the campaign messages by posting the signages and reminders in their publicly managed areas. This will entail working in collaboration with key UNICEF sections - private sector fundraising group, communications and child rights for business units.

Under direct management from the WASH Specialist, the consultant’s work will involve coordinating the various campaign activities, ensuring clearance or sign off on the campaign messages / materials and evaluation reports with relevant stakeholders, as well as supporting the engagement with student organizations and the private sector.

2. Provide coordination and technical support to WASH in Schools and ECCD initiatives at provincial and national levels.

As part of its joint workplan with the Department of Education and the Department of Social Welfare and Development, UNICEF is supporting several communications-related initiatives on WASH in Schools (WinS) programming and WASH in Early Childhood Care and Development (ECCD), for which the Consultant will be providing coordination and technical support to DepED, DSWD and the ECCD Council at the national level. Recently, DepEd School Health Division has developed, with support from UNICEF, a communication plan for WinS, and established a process for vetting and approval of social media posts based on the content plan. The Consultant needs to strengthen the support around strategic communication and aligning WASH messages to ensure target audience is reached.

Specific to promotion of menstrual hygiene, UNICEF has partnered with Center for Health Solutions and Innovations to develop a social and behavior change strategy dubbed as #MeronAko. Among the materials include Kwenturuan module, learning materials and detailed lesson plans and school plans integrating menstrual hygiene messages in three subjects (Science, Health, EPP). #MeronAko is being implemented in DepEd Region 8. The next step is getting DepED to adopt the tools and issue policy for its scale-up and implementation nationwide. In turn, the nationwide adoption of the #MeronAko learning package will serve as curricular complement to the deployment of the localized Oky Menstrual Tracker App. A draft WinS in Emergency guideline has undergone a round of review by the DepEd DRRMS and SHD, in consultation with the WASH Officer the Consultant needs to conduct a series of consultations with the WinS TWG, regional offices and school division offices and particularly targeting Region 8 and CARAGA, based on the learnings from the Typhoon Odette response.

On WASH in ECCD, UNICEF has developed a WASH and Learn Guidebook for Child Development Workers to use in teaching proper hygiene behavior and the WASH in ECCD module for the 4Ps Family Development Session.

The Consultant will be supporting DSWD to conduct a series of capacity-building activities on the use of both materials to enable the scale up of their implementation.

Deliverables:

• Monthly coordination meetings conducted

• Campaign materials and activities are reviewed and cleared by respective partners and with relevant UNICEF teams internally

• 1x field note or case study on the national hand hygiene campaign developed

• Design and conduct GHD webinar 2022

• Draft Terms of Reference / concept note for the private sector engagement agreed with relevant

UNICEF sections (PFP, CBRP, Comms) and DOH

• Organize, document and follow-up on the actions agreed in the partnership meetings

• Follow-up on the due diligence requirements with target private sector partners

• Formal engagement documents signed with at least 10x private sector partners to support the Hand Hygiene for All Alliance

• Formal engagement documents signed with at least 5x student / youth volunteer organizations to support the implementation of the digital strategy and other campaign initiatives

• Documentation report on collaboration activities with student organizations

• Updated draft of DOH Handwashing Playbook based on learnings from the national handwashing campaign

• Supported the development and monitoring of the hand hygiene roadmap

• Draft WINS in DRR/Emergency guideline for OUAO review

• Draft WINS in DRR/Emergency guideline for DepED Execom

• #MeronAko tools finalized and submitted to DepED (SHD, BLD, BCD and BLR) review

• Policy issuance on adoption of #MeronAko package released

• Conduct and evaluation of national training for DSWD on WASH in ECCD in FDS module

• Conduct of training for CDT/Ws in Samar, Northern Samar and Zamboanga del Norte

• Content development and programming for OKD FB page and DepED WinS Website

• Communication support to implementation of WinS TWG activities

• Conduct rapid assessment and development of response strategy, when necessary

To qualify as an advocate for every child you will have…

Education:

  • A degree in Social Sciences, Development Studies, Public Health, Gender Studies, Journalism, Communications Research, Development Communication, Community Development and related fields or equivalent professional training and experience.

Work Experience:

Knowledge/Expertise/Skills required:

  • Strong background on social research.
  • At least 5 years’ experience in designing and implementing participatory research activities
  • Excellent technical writing skills
  • Development Communication, Community Development and related fields or equivalent
  • professional training and experience
  • At least 3 years of experience in the analysis, design, advocacy and implementation of policies, strategies and programmes for the delivery of basic services like, Health, Education and WASH programs
  • Substantial experience in field research an asset
  • Facility with statistical analysis an advantage
  • Facility with use of tri-media is an asset
  • Experience on campaign implementation and publication an advantage
  • Experience working with government agencies and local government unit an asset
  • Previous development work on water, sanitation and hygiene, environmental sanitation and public health an advantage
  • Excellent communication skills, both oral and written, in English and local language essential

Language

  • Fluency in English and Tagalog is required
